印巴之間的競(jìng)爭(zhēng)之所以如此持久,是因?yàn)檎卧谫Q(mào)易政策制定上發(fā)揮了重要作用。兩國(guó)的雙邊貿(mào)易關(guān)系已經(jīng)有數(shù)十年的歷史,這期間伴隨著立場(chǎng)搖擺、保護(hù)主義、競(jìng)爭(zhēng)升級(jí)、利益集團(tuán)的仇視與施壓、以及政黨的政治運(yùn)作等諸多問題。然而,兩國(guó)貿(mào)易在歷史上也曾出現(xiàn)過緩和期。優(yōu)惠貿(mào)易協(xié)定是1990年后的重大發(fā)展,如《南亞特惠貿(mào)易安排協(xié)定》,南亞區(qū)域合作聯(lián)盟框架下的合作,多輪雙邊貿(mào)易談判,以及印巴兩國(guó)代表團(tuán)正式會(huì)晤,雙方開始進(jìn)行雙邊談判,以討論和最后確定貿(mào)易協(xié)定形式等。與此同時(shí),1990年以后,貿(mào)易自由化和貿(mào)易機(jī)構(gòu)的發(fā)展也對(duì)印巴兩國(guó)貿(mào)易導(dǎo)向型的外交政策和談判作出了貢獻(xiàn),但由于某些政治原因,兩國(guó)未能完全擺脫紛爭(zhēng)關(guān)系,這嚴(yán)重影響了印巴貿(mào)易正�；蓢�(guó)都擁有巨大的投資市場(chǎng)和地緣戰(zhàn)略位置,貿(mào)易范圍廣泛,可持續(xù)性強(qiáng),有促進(jìn)貿(mào)易發(fā)展的空間。但貿(mào)易政策受到政黨、個(gè)人、工會(huì)和壓力集團(tuán)的影響,他們對(duì)貿(mào)易政策決策程序施加壓力,以謀求自身的生存和權(quán)力最大化。對(duì)于印巴貿(mào)易關(guān)系來說,1990年至2019年是非常重要的時(shí)間段,這期間雙方為促進(jìn)貿(mào)易采取了一些措施,也出現(xiàn)了一系列政治問題造成兩國(guó)貿(mào)易受損。領(lǐng)土沖突、政黨的自身利益、充滿沖突和戰(zhàn)爭(zhēng)的歷史...
