【摘要】：我國(guó)在新中國(guó)成立之初就建立起了以協(xié)商民主為基本精神的政治協(xié)商制度,但對(duì)協(xié)商民主理論的深入探索卻一直處于盲區(qū)。直到協(xié)商民主在20世紀(jì)后期成為西方社會(huì)關(guān)注的新領(lǐng)域后,我國(guó)學(xué)術(shù)界才陸續(xù)開(kāi)始引進(jìn)并不斷創(chuàng)新這一理論。社區(qū)作為城市的細(xì)胞,社區(qū)的發(fā)展對(duì)城市的進(jìn)步具有重要作用,社區(qū)民主發(fā)展對(duì)于整個(gè)社會(huì)主義民主政治建設(shè),對(duì)于構(gòu)建社會(huì)主義和諧社會(huì)也具有重要意義。協(xié)商民主是我國(guó)民主的重要形式之一,我們應(yīng)使之廣泛運(yùn)用于基層、應(yīng)用于社區(qū)民主建設(shè)之中。在社區(qū)中實(shí)現(xiàn)協(xié)商民主,能夠保證社區(qū)自治的有效進(jìn)行,是社區(qū)民主發(fā)展的有效途徑。本文主要從以下幾個(gè)方面對(duì)社區(qū)協(xié)商民主進(jìn)行探索。首先,對(duì)社區(qū)協(xié)商民主興起的時(shí)代背景進(jìn)行分析。社區(qū)協(xié)商民主的實(shí)踐具有強(qiáng)烈的時(shí)代背景,本論文將主要從國(guó)內(nèi)和國(guó)際兩個(gè)方面出發(fā),探討社區(qū)協(xié)商民主是在何種時(shí)代背景下被提出的。隨著中國(guó)改革開(kāi)放的推進(jìn),國(guó)內(nèi)、國(guó)際兩方面的影響在不斷的擴(kuò)大并加深對(duì)中國(guó)發(fā)展的影響。其次,分析社區(qū)協(xié)商民主的發(fā)展歷程、內(nèi)涵、渠道、載體、特點(diǎn)等,探索我國(guó)城市社區(qū)協(xié)商民主的實(shí)踐發(fā)展的各個(gè)方面。第三,對(duì)社區(qū)協(xié)商民主的個(gè)案進(jìn)行比較分析。主要選取我國(guó)各地區(qū)有代表性的城市中的社區(qū)協(xié)商民主實(shí)踐進(jìn)行取樣分析和比較。第四,對(duì)社區(qū)協(xié)商民主實(shí)踐經(jīng)驗(yàn)進(jìn)行總結(jié),分析其實(shí)際發(fā)展的價(jià)值,對(duì)我國(guó)社區(qū)協(xié)商民主實(shí)踐中存在的問(wèn)題進(jìn)行研究并分析其原因,從而為將來(lái)有針對(duì)的發(fā)展社區(qū)協(xié)商民主提供方向。最后,對(duì)未來(lái)社區(qū)協(xié)商民主的方向進(jìn)行研究,即對(duì)社區(qū)協(xié)商民主的進(jìn)一步發(fā)展所應(yīng)該完善的對(duì)策。
[Abstract]:At the beginning of the founding of the people's Republic of China, China established a political consultation system based on consultative democracy, but the deep exploration of the theory of consultative democracy has always been in a blind spot. It was not until consultative democracy became a new field of concern in western society in the late 20th century that Chinese academic circles began to introduce and innovate this theory one after another. As the cell of the city, the development of the community plays an important role in the progress of the city. The development of community democracy is also of great significance to the construction of socialist democratic politics and to the construction of a harmonious socialist society. Consultative democracy is one of the important forms of democracy in our country, and we should make it widely used at the grass-roots level and in the construction of community democracy. It is an effective way for the development of community democracy to realize consultative democracy in the community and ensure the effective development of community autonomy. This paper mainly explores community consultative democracy from the following aspects. First of all, this paper analyzes the background of the rise of community consultative democracy. The practice of community consultative democracy has a strong background of the times. This paper will mainly discuss the background of community consultative democracy from both domestic and international aspects. With the development of China's reform and opening up, the domestic and international influence is expanding and deepening the influence on China's development. Secondly, it analyzes the development process, connotation, channels, carriers and characteristics of community consultative democracy, and explores all aspects of the practical development of urban community consultative democracy in China. Third, the case of community consultative democracy is compared and analyzed. This paper mainly selects the community consultative democracy practice in the representative cities of our country for sampling, analysis and comparison. Fourth, the practical experience of community consultative democracy is summarized, the value of its actual development is analyzed, and the problems existing in the practice of community consultative democracy in our country are studied and the reasons are analyzed. In order to provide the direction for the future development of community consultative democracy. Finally, this paper studies the direction of community consultative democracy in the future, that is, the countermeasures that should be improved for the further development of community consultative democracy.
