【摘要】：社區(qū)是社會肌體結(jié)構(gòu)的基本細胞,城市社區(qū)是一個城市的基本單元,是滿足居民需求的第一社會空間,也是黨和各級政府政策實施、管理到位和服務(wù)落實到基礎(chǔ)的平臺。大數(shù)據(jù)(Big Data)作為一種巨量的、多類型的高速的數(shù)據(jù)集,通過對數(shù)據(jù)的篩選、處理,提煉出有價值的信息資產(chǎn)。大數(shù)據(jù)是繼互聯(lián)網(wǎng)、物聯(lián)網(wǎng)、云計算之后又一新的技術(shù)革命。對城市社區(qū)管理來說,大數(shù)據(jù)不僅是提升社區(qū)管理能力的一條技術(shù)路徑,也必然助推公共管理與公共服務(wù)領(lǐng)域的變革。論文首先闡述了大數(shù)據(jù)及城市社區(qū)管理的基本理論,接著綜述當前我國城市社區(qū)管理的現(xiàn)狀以及所面臨的問題,并以北京市朝陽區(qū)社區(qū)管理為例做大數(shù)據(jù)的案例分析,在此基礎(chǔ)上提出城市社區(qū)管理創(chuàng)新模式的構(gòu)建,最后給出在大數(shù)據(jù)環(huán)境下城市社區(qū)管理的對策建議。第一部分,引言部分,主要從研究背景及研究意義,國內(nèi)外研究現(xiàn)狀、研究內(nèi)容及研究方法、以及技術(shù)路線和創(chuàng)新點等方面,從整體上介紹論文的研究目的及意義,體現(xiàn)文章的應(yīng)用性價值。第二部分,該部分重點從概念界定及理論基礎(chǔ)方面,闡述大數(shù)據(jù)的內(nèi)涵、特點及作用,以及城市社區(qū)管理的相關(guān)概念界定,指出該論文的理論支撐,主要從政府干預(yù)與政府失靈、社會福利理論、社會治理理論出發(fā),展開下文。第三部分,主要概述了我國城市社區(qū)管理的現(xiàn)狀及問題。社區(qū)管理系統(tǒng)的大體輪廓已初具雛形,但面臨著大數(shù)據(jù)的沖擊,社區(qū)管理數(shù)據(jù)資源共享程度低、決策失誤和執(zhí)行阻塞頻現(xiàn)、社會監(jiān)測體系和預(yù)警系統(tǒng)不完善等問題依然存在。第四部分,這部分從理論結(jié)合實踐的論證角度出發(fā),以北京市朝陽區(qū)為例,剖析大數(shù)據(jù)在城市社區(qū)管理中的具體應(yīng)用,介紹了朝陽區(qū)“全模式”社會治理體系的內(nèi)涵及理論框架,并重點分析了該模式下社區(qū)管理創(chuàng)新實踐——文明社區(qū)管理中,大數(shù)據(jù)的精細化、系統(tǒng)化運作。第五部分,結(jié)合朝陽區(qū)文明社區(qū)管理的實例分析,在大數(shù)據(jù)及“互聯(lián)網(wǎng)+”的大背景下,社區(qū)管理應(yīng)該遵循的基本原則及其發(fā)展方向,最后具體從管理理念、管理手段、管理能力、管理過程四個維度建構(gòu)新的社區(qū)管理模式。第六部分,基于大數(shù)據(jù)下朝陽區(qū)全模式社會治理體系的闡述,以及該模式下社區(qū)管理創(chuàng)新實踐——網(wǎng)絡(luò)社會建設(shè)的具體內(nèi)容和業(yè)務(wù)流程,該部分針對我國城市社區(qū)的發(fā)展現(xiàn)狀,創(chuàng)新地提出了城市社區(qū)管理的對策選擇,主要從頂層設(shè)計、法制法規(guī)、數(shù)據(jù)積累和挖掘、數(shù)據(jù)公開、構(gòu)建安全網(wǎng)、人才資金等方面提供建議。第七部分,論文的總結(jié)和展望部分,大數(shù)據(jù)是一次顛覆性的技術(shù)革命、社會革命,為城市社區(qū)管理模式創(chuàng)新帶來了新的機遇和挑戰(zhàn)。論文提出了城市社區(qū)管理的新模式,并對社區(qū)建設(shè)提出了應(yīng)對之策,有一定的研究意義,但實踐操作性有待考證。
[Abstract]:Community is the basic cell of social body structure, urban community is the basic unit of a city, it is the first social space to meet the needs of residents, and it is also a platform for the implementation, management and service implementation of the policies of the Party and governments at all levels. Big data (Big Data) as a large number of multi-type high-speed data set, through the data screening, processing, extraction of valuable information assets. Big data is a new technological revolution after the Internet, the Internet of things and cloud computing. For urban community management, big data is not only a technical path to improve the ability of community management, but also inevitably promotes the reform of public management and public service. This paper first expounds the basic theory of big data and urban community management, then summarizes the current situation and problems of urban community management in China, and takes the community management in Chaoyang District of Beijing as an example to make a case study of big data. On this basis, this paper puts forward the construction of the innovation mode of urban community management, and finally gives the countermeasures and suggestions of urban community management under the environment of big data. The first part, the introduction, mainly introduces the research purpose and significance of the paper as a whole from the aspects of research background and significance, research status at home and abroad, research content and research methods, as well as technical route and innovation. It reflects the applied value of the article. In the second part, this part focuses on the connotation, characteristics and functions of big data from the aspects of concept definition and theoretical basis, as well as the definition of related concepts of urban community management, and points out the theoretical support of this paper. Mainly from the government intervention and government failure, social welfare theory, social governance theory, launched the following. The third part mainly summarizes the present situation and problems of urban community management in China. The general outline of community management system has begun to take shape, but facing the impact of big data, the degree of community management data resource sharing is low, decision-making errors and implementation blockages are frequent, social monitoring system and early warning system are not perfect and so on. The fourth part, from the point of view of combining theory with practice, takes Chaoyang District of Beijing as an example to analyze the specific application of big data in urban community management. This paper introduces the connotation and theoretical framework of the "whole model" social governance system in Chaoyang District, and analyzes on the fine and systematic operation of big data in the civilized community management, which is the innovation practice of community management under this mode. The fifth part, combined with the example analysis of civilized community management in Chaoyang District, under the background of big data and "Internet", the basic principles and development direction of community management should be followed, and finally, from the management concept and management means, Management ability, management process four dimensions to construct a new community management model. The sixth part, based on the exposition of the whole model social governance system of Chaoyang District under big data, as well as the concrete content and business process of the network society construction, which is the innovation practice of community management under this mode, aims at the present situation of the development of the urban community in our country. This paper innovatively puts forward the countermeasures and choices of urban community management, mainly from the top-level design, legal laws and regulations, data accumulation and mining, data disclosure, the construction of safety net, talent funds and so on. In the seventh part, the summary and prospect of the paper, big data is a subversive technological revolution, social revolution, for the innovation of urban community management model has brought new opportunities and challenges. This paper puts forward a new mode of urban community management, and puts forward some countermeasures for community construction, which has certain research significance, but the practical operation needs to be verified.
