【摘要】：隨著我國(guó)社區(qū)建設(shè)的深入推進(jìn),社區(qū)管理體制發(fā)生著深刻變化,大量的社會(huì)管理事務(wù)和公共服務(wù)項(xiàng)目下沉到社區(qū),原本由政府承擔(dān)的公共職能更多地轉(zhuǎn)交給社會(huì),以社區(qū)社會(huì)組織為代表的群眾自治性組織正越來(lái)越多地參與到社區(qū)建設(shè)中。然而在實(shí)踐中,由于受到環(huán)境、政策、經(jīng)濟(jì)和社會(huì)發(fā)展等多種因素的影響,各類(lèi)社區(qū)社會(huì)組織起步較晚,發(fā)展還不夠充分均衡,與社區(qū)建設(shè)和管理的需求還不相適應(yīng)。同時(shí),人們對(duì)于社區(qū)社會(huì)組織參與社區(qū)建設(shè)的研究和認(rèn)識(shí)還不充分,面臨的一些新課題和新問(wèn)題還需要在實(shí)踐與理論中不斷探索和研究。在這一背景下,如何推動(dòng)社區(qū)社會(huì)組織更好地參與社區(qū)建設(shè),實(shí)現(xiàn)社區(qū)治理中參與主體的多元化,已然具有迫切而現(xiàn)實(shí)的意義。本論文著重對(duì)揚(yáng)州市社區(qū)社會(huì)組織在參與社區(qū)建設(shè)過(guò)程中的現(xiàn)狀與問(wèn)題進(jìn)行研究,通過(guò)閱讀相關(guān)文獻(xiàn)資料,借鑒先進(jìn)地區(qū)的經(jīng)驗(yàn)做法,利用相關(guān)工作總結(jié)和調(diào)研數(shù)據(jù)成果,分析社區(qū)社會(huì)組織參與社區(qū)建設(shè)的途徑、自身發(fā)展運(yùn)行機(jī)制以及制約因素,力圖為促進(jìn)社區(qū)社會(huì)組織健康發(fā)展、更好地推動(dòng)和諧社區(qū)建設(shè)提供理論依據(jù)和實(shí)踐指導(dǎo)。本論文嘗試從構(gòu)建城市基層社會(huì)治理體系的角度,探討分析社區(qū)社會(huì)組織在參與社區(qū)建設(shè)中的功能和定位。研究認(rèn)為,社區(qū)社會(huì)組織作為社區(qū)治理體系中的重要組成部分,在凝聚居民意愿、促進(jìn)居民融合、完善居民自治、服務(wù)居民群眾等方面,發(fā)揮著越來(lái)越重要的作用。它不僅是社區(qū)建設(shè)的重要參與者,同樣也是社區(qū)建設(shè)的重要對(duì)象。應(yīng)不斷健全和完善社區(qū)管理服務(wù)體系,承認(rèn)并積極支持社區(qū)社會(huì)組織的發(fā)展,尊重社區(qū)居民在參與社區(qū)建設(shè)中的主體地位,從而實(shí)現(xiàn)社會(huì)治理主體從單方到多元的轉(zhuǎn)化,調(diào)動(dòng)社區(qū)各方面參與社區(qū)建設(shè)的積極性。研究認(rèn)為,當(dāng)前仍存在一些制約社區(qū)社會(huì)組織參與社區(qū)建設(shè)的因素,主要有：社區(qū)社會(huì)組織的發(fā)展仍未引起充分重視,居民的民主意識(shí)和自治能力有待加強(qiáng),社區(qū)管理體制還不健全,社區(qū)社會(huì)組織自身發(fā)展水平不高,等等。為了推動(dòng)社區(qū)社會(huì)組織的持續(xù)健康發(fā)展,并以此為動(dòng)力促進(jìn)社區(qū)建設(shè),需要正確處理好政府與社區(qū)、政府與社區(qū)社會(huì)組織、社區(qū)社會(huì)組織與居民之間的關(guān)系,進(jìn)行合理定位、積極扶持。具體來(lái)說(shuō),需要進(jìn)一步提升社會(huì)各界對(duì)社區(qū)社會(huì)組織的認(rèn)識(shí)程度、推動(dòng)社區(qū)社會(huì)組織的平衡發(fā)展、加強(qiáng)社區(qū)社會(huì)組織的自身建設(shè)、完善政府對(duì)社區(qū)社會(huì)組織的扶持培育機(jī)制等,切實(shí)促進(jìn)社區(qū)社會(huì)組織的科學(xué)發(fā)展、有效管理。
[Abstract]:With the deepening of community construction in our country, profound changes have taken place in the community management system. A large number of social management affairs and public service items sink to the community, and the public functions assumed by the government are transferred to the society more. Mass autonomous organizations represented by community social organizations are more and more involved in community construction. However, in practice, due to the influence of many factors, such as environment, policy, economic and social development, all kinds of community social organizations started late, the development is not fully balanced, and it is not suitable for the needs of community construction and management. At the same time, people's research and understanding of the participation of community social organizations in community construction is not sufficient, and some new problems and problems need to be constantly explored and studied in practice and theory. In this context, how to promote the community social organizations to better participate in community construction, to achieve the diversification of participants in community governance, has an urgent and practical significance. This paper focuses on the current situation and problems of community social organizations in Yangzhou City in the process of participating in community construction, through reading the relevant literature, drawing lessons from the experience of advanced areas, using the relevant work summary and research data results. This paper analyzes the ways for community social organizations to participate in community construction, their own development, operation mechanism and restrictive factors, and tries to provide theoretical basis and practical guidance for promoting the healthy development of community social organizations and promoting the construction of harmonious community. This paper attempts to analyze the function and orientation of community social organizations in participating in community construction from the point of view of constructing urban grass-roots social governance system. As an important part of the community governance system, community social organizations play a more and more important role in condensing the wishes of residents, promoting the integration of residents, perfecting the autonomy of residents, serving the masses of residents and so on. It is not only an important participant in community construction, but also an important object of community construction. We should constantly improve and improve the community management service system, recognize and actively support the development of community social organizations, respect the main position of community residents in participating in community construction, so as to realize the transformation of the main body of social governance from unilateral to pluralistic. Mobilize the enthusiasm of all aspects of the community to participate in community construction. The study holds that there are still some factors restricting the participation of community social organizations in community construction, such as: the development of community social organizations has not yet attracted sufficient attention, and the democratic consciousness and autonomy of residents need to be strengthened. The community management system is not perfect, the development level of the community social organization itself is not high, and so on. In order to promote the sustainable and healthy development of community social organizations and take it as a driving force to promote community construction, it is necessary to correctly handle the relationship between the government and the community, the government and the community social organizations, the community social organizations and the residents, and carry on the reasonable orientation. Actively support. Specifically, it is necessary to further enhance the understanding of community social organizations from all walks of life, promote the balanced development of community social organizations, strengthen the self-construction of community social organizations, and improve the government support and cultivation mechanism for community social organizations, and so on. Promote the scientific development and effective management of community social organizations.
