【摘要】：隨著人口老齡化程度的加深以及城鎮(zhèn)化進程的加快,一方面,農(nóng)村大量勞動力外出,使得建立在傳統(tǒng)血緣關(guān)系上的農(nóng)村家庭養(yǎng)老服務(wù)供給功能逐漸弱化,另一方面,老年人口數(shù)量的大幅增加帶來的養(yǎng)老服務(wù)高需求越來越難以滿足。因此,實現(xiàn)養(yǎng)老服務(wù)高效性,完善優(yōu)質(zhì)的農(nóng)村養(yǎng)老服務(wù)供給體系,滿足農(nóng)村老齡人口的養(yǎng)老需求,成為當前社會發(fā)展的迫切需要。基于這一背景,在調(diào)查走訪基礎(chǔ)上,本文主要從供給側(cè)著力解決農(nóng)村養(yǎng)老服務(wù)供需矛盾問題,為農(nóng)村養(yǎng)老服務(wù)的發(fā)展提出相關(guān)對策。本文首先以河北省農(nóng)村養(yǎng)老服務(wù)供給的狀況進行調(diào)查分析;其次,探討農(nóng)村養(yǎng)老服務(wù)供給失衡問題。最后,針對發(fā)展中存在的問題提出相對應(yīng)的對策,通過加緊夯實社會養(yǎng)老服務(wù)的中心秩序、注重多元力量并入養(yǎng)老供給網(wǎng)絡(luò)、以及養(yǎng)老供給政策的創(chuàng)新等方法來構(gòu)建農(nóng)村養(yǎng)老服務(wù)優(yōu)質(zhì)供給體系,努力實現(xiàn)"讓每一位老年人都能生活得安心、靜心、舒心"。
[Abstract]:With the deepening of the aging of the population and the acceleration of the urbanization process, on the one hand, a large number of rural labor out of the country, making the rural family based on the traditional consanguinity gradually weakened the function of providing old-age services, on the other hand, The large increase in the number of elderly people brings the high demand for old-age services is becoming more and more difficult to meet. Therefore, it is an urgent need for the current social development to realize the high efficiency of the old-age service, perfect the high-quality rural old-age service supply system, and meet the needs of the aged population in rural areas. Based on this background, on the basis of investigation and visit, this paper focuses on solving the contradiction between supply and demand of rural old-age service from the supply side, and puts forward some countermeasures for the development of rural old-age service. In this paper, the situation of rural pension service supply in Hebei Province is investigated and analyzed, secondly, the imbalance of rural old-age service supply is discussed. Finally, in view of the problems existing in the development of the corresponding countermeasures, by stepping up the consolidation of the central order of social service for the elderly, pay attention to the integration of multiple forces into the old-age supply network, And the innovation of the old-age supply policy to construct the high-quality rural old-age service supply system, and strive to achieve "let every elderly person can live at ease, calm, comfortable".
