【摘要】：改革開放以來(lái),隨著市場(chǎng)經(jīng)濟(jì)的逐步建立和完善,我國(guó)的城市社會(huì)發(fā)生了翻天覆地的變化,社區(qū)也就逐漸演變成為城市最重要的社會(huì)組織方式。在形勢(shì)發(fā)生巨變的情況下,我們?nèi)绾未_定社區(qū)職能,如何改革社區(qū)管理體制,如何獲取可行性路徑,以往的對(duì)于社區(qū)管理體制改革與國(guó)家政權(quán)建設(shè)的內(nèi)在關(guān)聯(lián)研究也不夠系統(tǒng)全面,對(duì)社區(qū)管理體制改革的理論提煉也顯不足。因此,筆者將貴池區(qū)作為個(gè)案,通過對(duì)貴池區(qū)社區(qū)管理體制進(jìn)行調(diào)查研究,分析當(dāng)前貴池區(qū)社區(qū)管理體制存在的問題,運(yùn)用所學(xué)的社會(huì)工作理論知識(shí),對(duì)存在的問題進(jìn)行原因分析,提出社區(qū)管理體制改革從制度創(chuàng)新入手,從轉(zhuǎn)變社區(qū)管理職能出發(fā),進(jìn)一步完善社區(qū)管理運(yùn)行機(jī)制,規(guī)范社區(qū)管理服務(wù)行為,從而實(shí)現(xiàn)社區(qū)管理機(jī)構(gòu)、職能、人員和工作程序的法定化,提升社區(qū)人員整體素質(zhì),實(shí)現(xiàn)全方位管理體制變革。按照“漸進(jìn)式”改革路徑,社區(qū)管理改革需要明確目標(biāo),循序漸近地推進(jìn)社區(qū)管理體制改革。當(dāng)然,社區(qū)管理體制改革也需要上下聯(lián)動(dòng),關(guān)鍵是體制和制度的創(chuàng)新。
[Abstract]:Since the reform and opening up, with the gradual establishment and perfection of the market economy, the urban society in China has undergone tremendous changes, and the community has gradually evolved into the most important way of social organization in the city. Under the circumstances of great changes in the situation, how do we determine community functions, how to reform the community management system, and how to obtain the feasible path? The previous researches on the internal relationship between the reform of community management system and the construction of state power are not systematic and comprehensive, and the theoretical refinement of the reform of community management system is also insufficient. Therefore, the author takes Guichi District as a case, through the investigation and research on the community management system in Guichi District, analyzes the problems existing in the current community management system in Guichi District, and applies the social work theory knowledge learned. Based on the analysis of the existing problems, the author points out that the reform of the community management system starts with the system innovation, starts from the transformation of the community management function, further improves the operation mechanism of the community management, and standardizes the behavior of the community management service. So as to realize the legalization of community management organization, function, personnel and working procedure, improve the whole quality of community personnel and realize the reform of all-round management system. According to the "progressive" reform path, the community management reform needs to make clear the goal and carry forward the community management system reform in a gradual and orderly manner. Of course, the community management system reform also needs up-and-down linkage, the key is the innovation of system and system.
