【摘要】：在既有的水庫移民社區(qū)開發(fā)性扶貧過程中,從數(shù)字或材料上來看,扶貧開發(fā)的各個(gè)環(huán)節(jié)都符合政策規(guī)定,扶貧工作取得了重要成績,形式上較為完美。然而基層實(shí)踐的種種跡象表明,這種形式上的合理性并不能使水庫貧困移民真正獲取所需的扶貧資源,貧困移民的自我發(fā)展能力并沒有得到很大提升;或許在短時(shí)間、高強(qiáng)度的政策扶貧下,貧困移民能夠暫時(shí)擺脫貧困,但長期來看仍存在返貧風(fēng)險(xiǎn)。要使貧困移民真正擺脫貧困,關(guān)鍵在于提升貧困移民的自我發(fā)展能力。因此,需要改變以往過于追求形式合理性的常態(tài),通過精準(zhǔn)扶貧使水庫移民扶貧政策真正落到實(shí)處,借助移民社區(qū)的發(fā)展帶動貧困移民脫貧解困,實(shí)現(xiàn)水庫移民社區(qū)發(fā)展中扶貧工作由形式合理向?qū)嵸|(zhì)合理的轉(zhuǎn)變,即通過政策的改進(jìn),防止移民精英享有特權(quán)、占據(jù)資源,使扶貧資源能夠真正促進(jìn)水庫移民社區(qū)的發(fā)展,從而帶動并幫助貧困移民在社區(qū)發(fā)展中提升自我發(fā)展能力,徹底擺脫貧困。
[Abstract]:In the existing reservoir resettlement community development poverty alleviation process, from the figures or materials, the various links of poverty alleviation and development are in line with the policy provisions, poverty alleviation work has made important achievements, the form is more perfect. However, the various signs of grass-roots practice show that the rationality of this form can not really enable the reservoir poor immigrants to obtain the poverty alleviation resources needed, and the self-development ability of the poor migrants has not been greatly improved; Poor migrants may be able to lift themselves out of poverty for a short time and with high-intensity policies, but in the long run there is still a risk of returning to poverty. In order to get the poor migrants out of poverty, the key is to improve their self-development ability. Therefore, it is necessary to change the past normality, which is too much in pursuit of formal rationality, to make the poverty alleviation policy of reservoir migration truly come into effect through precision poverty alleviation, and to lift poor migrants out of poverty with the help of the development of immigrant communities. To realize the transformation of poverty alleviation work from reasonable form to substantial rationality in the development of reservoir resettlement community, that is to say, through the improvement of policies, it can prevent the immigrant elite from enjoying privileges and occupy resources, so that the poverty alleviation resources can really promote the development of reservoir resettlement community. In order to promote and help poor immigrants in community development to promote self-development capacity, completely out of poverty.
