外國恐怖主義戰(zhàn)斗人員流動(dòng)研究

【摘要】：本文針對外國恐怖主義戰(zhàn)斗人員這一群體及其流動(dòng)來進(jìn)行研究,首先在概念上分別從其三個(gè)要素:“外國”、“恐怖主義”和“戰(zhàn)斗人員”來進(jìn)行分析,最后對其進(jìn)行綜合界定。然后以當(dāng)前敘利亞沖突中的外國恐怖主義戰(zhàn)斗人員及其流動(dòng)為背景,并以受其威脅最為嚴(yán)重的西方國家為例,提出外國恐怖主義戰(zhàn)斗人員流動(dòng)的“推力-拉力”動(dòng)因模式,即原籍國的“推力”和目的國的“拉力”,兩種力的相互作用使得外國恐怖主義戰(zhàn)斗人員的流動(dòng)才得以完成。對于西方國家而言,當(dāng)前最大的威脅是面臨著外國恐怖主義戰(zhàn)斗人員的回流問題,回流的恐怖分子在歐洲制造了多起恐怖襲擊,本文在討論了回流的原因后,分析了西方國家面臨回流的對策,包括“硬措施”、“軟措施”或者“軟硬結(jié)合”。同時(shí),本文也指出,在外國恐怖主義戰(zhàn)斗人員的跨國化方面,我國已經(jīng)很難做到獨(dú)善其身,境內(nèi)已出現(xiàn)多起恐怖分子流動(dòng)犯罪事件。為此,我國要緊跟國際反恐形勢的變化及時(shí)調(diào)整反恐對策,善于借鑒國外的反恐治理經(jīng)驗(yàn)。借鑒西方國家對策給我國有益的啟示,即:針對激進(jìn)分子,思想上“去極端化”,措施上注意發(fā)展職業(yè)教育,針對獲釋人員的善后處理等等。本文主要是從社會性建設(shè)的角度討論了我國的幾個(gè)反恐對策,以往的經(jīng)濟(jì)、政治建設(shè)已取得不小的成就,但是恐怖主義問題依然突出,主要在于我國邊疆地區(qū)的社會建設(shè)嚴(yán)重滯后,因此我國的反恐對策應(yīng)該注意從社會建設(shè)的幾個(gè)方面著手:提高民眾的反恐意識,加強(qiáng)社區(qū)介入,改善教育和就業(yè)等。總之,社會化建設(shè)已經(jīng)迫在眉睫,這是反恐治本的需要。
[Abstract]:This paper studies the group of foreign terrorist fighters and their movement. Firstly, it analyzes the three elements of foreign terrorist fighters: "foreign countries", "terrorism" and "combatants" in terms of their three elements: "foreign countries", "terrorism" and "combatants". Finally, it is comprehensively defined. Then, taking the foreign terrorist fighters and their movements in the current Syrian conflict as the background, and taking the Western countries most seriously threatened by them as an example, this paper puts forward the "thrust-pull" motivation model for the movement of foreign terrorist fighters, That is, the "thrust" of the country of origin and the "pull" of the destination country, the interaction of the two forces makes the movement of foreign terrorist fighters complete. As far as western countries are concerned, the biggest threat is the return of foreign terrorist fighters. The returning terrorists have committed many terrorist attacks in Europe. After discussing the reasons for the return of terrorism, this paper discusses the reasons for the return of terrorism. This paper analyzes the counter-measures faced by western countries, including "hard measure", "soft measure" or "soft-hard combination". At the same time, this paper also points out that in the transnational aspect of foreign terrorist fighters, it is very difficult for our country to be alone, and there have been many terrorist mobile crimes in our country. Therefore, our country should keep up with the change of international counter-terrorism situation and adjust counter-terrorism countermeasures in time, and be good at drawing lessons from foreign counter-terrorism management experiences. We can draw lessons from the countermeasures of western countries, that is to say, aiming at the radical, we should "deextremize" the ideology, pay attention to the development of vocational education, deal with the post-treatment of the released persons and so on. This article mainly discusses several counter-terrorism countermeasures of our country from the angle of social construction. In the past, the economic and political construction has made a lot of achievements, but the problem of terrorism is still outstanding. The main reason is that the social construction in the frontier areas of our country lags behind seriously. Therefore, the counter-terrorism countermeasures of our country should pay attention to several aspects of the social construction: improving the people's anti-terrorism consciousness, strengthening the community intervention, improving the education and employment, and so on. In short, the construction of socialization is imminent, which is the need of counter-terrorism.
