【摘要】：選舉是現(xiàn)當代民主的一種主要形式,是衡量民主與否的一個重要指標,是防止獨裁和專制的一個有效工具。選舉既選擇領導者亦選擇重大社會發(fā)展政策,在此意義上選舉又是決策科學化和民主化的重要途徑。選舉制度是國家治理的一個重要工具,1949年以來,我國選舉制度取得重大進步,當然也有一些缺陷。我們需要在吸取西方選舉制度和我國傳統(tǒng)政治思想優(yōu)點的基礎上改革選舉制度,由于中國共產(chǎn)黨是中國特色社會主義的領導核心,人民群眾是政治合法性的最終源泉,因此選擇各級領導者和重大社會發(fā)展政策,既要體現(xiàn)中國共產(chǎn)黨的領導地位又要凸顯人民主權,即"雙向責任"原則,這一原則是未來我國選舉制度改革的必由之路。
[Abstract]:Election is a major form of modern democracy, an important indicator of democracy or not, and an effective tool to prevent dictatorship and despotism. Election is not only a choice of leaders but also a major social development policy. In this sense, election is also an important approach to scientific and democratic decision-making. Election system is an important tool of national governance. Since 1949, China's electoral system has made great progress, of course, there are some shortcomings. We need to reform the election system on the basis of absorbing the advantages of the western electoral system and our traditional political ideology. Since the CPC is the leading core of socialism with Chinese characteristics, the masses of the people are the ultimate source of political legitimacy. Therefore, the choice of leaders and major social development policies at all levels should not only reflect the leadership position of the Communist Party of China but also highlight the people's sovereignty, that is, the principle of "two-way responsibility", which is the only way to reform the electoral system in China in the future.
