【摘要】：安全是生命最基本的需求,也是人類所要面臨最常見的問題,一個社會穩(wěn)定、職能健全的政府必須要盡全力去保障它的人民免受傷害、享受健康。在世界各地的實踐探索過程中,安全社區(qū)以其成功的經(jīng)驗證明了它是減少傷害、提高居民安全意識、增加居民的成員感和歸屬感、促進(jìn)社區(qū)健康發(fā)展的行之有效的方法。安全社區(qū)建設(shè)工作逐漸成為當(dāng)前解決我國現(xiàn)階段安全問題和社區(qū)管理問題的重要途徑本文通過對大量國內(nèi)外文獻(xiàn)的查閱和整理,首先介紹了安全社區(qū)的定義以及安全社區(qū)在世界各地的發(fā)展情況,隨后總結(jié)出國內(nèi)安全社區(qū)的成長過程以及四種安全社區(qū)的創(chuàng)建模式和建設(shè)特點。又通過對大連地區(qū)安全社區(qū)發(fā)展歷程的回顧,歸納出大連地區(qū)安全社區(qū)建設(shè)工作的特點,從而闡述了莊河市栗子房鎮(zhèn)安全社區(qū)建設(shè)工作所處的內(nèi)外環(huán)境。本文著重于對栗子房鎮(zhèn)安全社區(qū)建設(shè)案例的分析。通過對栗子房鎮(zhèn)安全社區(qū)建設(shè)工作的數(shù)據(jù)分析和效果評估,歸納出栗子房鎮(zhèn)安全社區(qū)的創(chuàng)建方法,并提出栗子房鎮(zhèn)在安全社區(qū)建設(shè)中產(chǎn)生問題和不足之處,提供了改進(jìn)思路。最后對改進(jìn)建議的實施效果和可能帶給其他鄉(xiāng)鎮(zhèn)的啟示進(jìn)行了剖析。希望對栗子房鎮(zhèn)安全社區(qū)的研究能給其他情況相似兄弟鄉(xiāng)鎮(zhèn)的安全社區(qū)建設(shè)工作帶來一定的參考價值。
[Abstract]:Safety is the most basic need of life and the most common problem that human beings have to face. A stable and well-functioning government must do its utmost to protect its people from harm and enjoy health. In the process of practice and exploration all over the world, the safe community has proved to be an effective way to reduce injury, raise the safety consciousness of residents, increase the sense of membership and belonging, and promote the healthy development of the community with its successful experience. The construction of safety community has gradually become an important way to solve the current security problems and community management problems in our country. In this paper, a large number of literature at home and abroad are consulted and sorted out. This paper first introduces the definition of safe community and the development of safe community around the world, then summarizes the growing process of safe community in China and the creation mode and characteristics of four kinds of safe community. Through reviewing the development course of the safety community in Dalian area, the characteristics of the safety community construction work in Dalian area are summarized, and the internal and external environment of the safety community construction work in Lizifang Town of Zhuanghe City is expounded. This paper focuses on the analysis of the case study on the construction of safe community in Lizifang Town. Based on the data analysis and effect evaluation of the construction of the safe community in Lizifang Town, this paper sums up the method of establishing the safe community in Lizifang Town, and puts forward the problems and deficiencies in the construction of the safe Community in Lizifang Town, and provides the improvement ideas. Finally, it analyzes the effect of improving the suggestion and the enlightenment that may bring to other villages and towns. It is hoped that the research on the safe community of Lizifang Town can bring some reference value to the construction of safe community in other similar villages and towns.
