【摘要】：隨著我國(guó)老年人口數(shù)量的不斷增加和老齡化發(fā)展速度的不斷加快,養(yǎng)老問題已經(jīng)成為我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展面臨的一個(gè)現(xiàn)實(shí)難題。開辦鄉(xiāng)鎮(zhèn)敬老院作為解決我國(guó)農(nóng)村地區(qū)老年人尤其是鰥寡孤獨(dú)和五保老人剛性養(yǎng)老服務(wù)需求的主要方式,其治理質(zhì)量事關(guān)我國(guó)養(yǎng)老事業(yè)的發(fā)展水平,事關(guān)農(nóng)村老年人生活質(zhì)量,事關(guān)我國(guó)民生事業(yè)發(fā)展的全局。承擔(dān)基層托底重任的鄉(xiāng)鎮(zhèn)敬老院面臨巨大的壓力和挑戰(zhàn),其治理模式亟待進(jìn)一步完善。只有形成"政府保障,多方支持,內(nèi)涵發(fā)展,立體監(jiān)督"的協(xié)同治理模式,才能進(jìn)一步釋放我國(guó)鄉(xiāng)鎮(zhèn)敬老院改革紅利,惠及全國(guó)農(nóng)村五保老人。
[Abstract]:With the increase of the number of the elderly population and the acceleration of the aging development, the problem of the aged has become a difficult problem in the economic and social development of our country. The establishment of township homes for the aged is the main way to meet the needs of elderly people in rural areas, especially widowers and widowers. The quality of governance has a bearing on the level of development of the old-age service in China and the quality of life of the elderly in rural areas. The overall situation concerning the development of the cause of people's livelihood in our country. The township homes for the aged, which bear the important responsibility of primary care, face great pressure and challenge, and their governance model needs to be further improved. Only by forming the cooperative governance mode of "government guarantee, multi-support, connotation development and three-dimensional supervision" can we further release the dividend of the reform of the township homes for the aged in our country and benefit the five guarantees for the elderly in the rural areas of the whole country.
