【摘要】：協(xié)商民主是黨的十八大報(bào)告中關(guān)于社會(huì)主義民主政治建設(shè)的新內(nèi)容。本文旨在通過(guò)探尋馬克思主義協(xié)商民主思想、梳理中國(guó)共產(chǎn)黨協(xié)商民主實(shí)踐歷程來(lái)說(shuō)明協(xié)商民主理論是我國(guó)社會(huì)主義民主理論的前進(jìn)方向。協(xié)商民主是中國(guó)共產(chǎn)黨創(chuàng)造性的將馬克思主義民主理論與中國(guó)特色社會(huì)主義民主政治建設(shè)相結(jié)合,依據(jù)國(guó)情所提出的最新民主政治建設(shè)理論內(nèi)容。協(xié)商民主在中國(guó)有著深厚的理論根源和實(shí)踐經(jīng)驗(yàn)�！叭啤痹瓌t、“和平贖買”理論等都是中國(guó)共產(chǎn)黨在民主革命和社會(huì)主義改造時(shí)期所創(chuàng)建并實(shí)施的。協(xié)商民主在我國(guó)最重要的實(shí)踐成果是政治協(xié)商制度和多黨合作制度的建立,二者構(gòu)成了協(xié)商民主理論的實(shí)踐基礎(chǔ)。協(xié)商民主是中國(guó)共產(chǎn)黨在當(dāng)前推動(dòng)國(guó)家治理體系和治理能力現(xiàn)代化的重要組成部分,對(duì)于完善社會(huì)主義民主政治理論和推進(jìn)構(gòu)建和諧社會(huì)有著重要作用。協(xié)商民主在未來(lái)的發(fā)展方向在于推進(jìn)基層民主建設(shè)、協(xié)商主體的多樣化和協(xié)商程序的規(guī)范化。協(xié)商民主只有沿著這樣的發(fā)展方向才能有效推進(jìn)社會(huì)主義民主政治進(jìn)程。
[Abstract]:Deliberative democracy is the new content of socialist democratic politics construction in the report of the 18th National Congress of the Party. The purpose of this paper is to explain that the theory of consultative democracy is the forward direction of socialist democracy theory of our country by exploring the Marxist thought of deliberative democracy and combing the practical course of the Chinese Communist Party's practice of deliberative democracy. Deliberative democracy is a creative combination of Marxist democratic theory and socialist democratic political construction with Chinese characteristics, which is the latest theoretical content of democratic political construction put forward by the Communist Party of China according to the national conditions. Deliberative democracy has profound theoretical roots and practical experience in China. The principle of "three-three systems" and the theory of "peaceful redemption" were all established and implemented by the Communist Party of China during the period of democratic revolution and socialist transformation. The most important practical achievement of deliberative democracy in China is the establishment of political consultation system and multi-party cooperation system, which constitute the practical foundation of the theory of deliberative democracy. Deliberative democracy is an important part of the Communist Party of China to promote the modernization of national governance system and governance ability at present. It plays an important role in perfecting the theory of socialist democratic politics and promoting the construction of a harmonious society. The development direction of negotiation democracy in the future lies in promoting the construction of grass-roots democracy, the diversification of negotiation subjects and the standardization of negotiation procedure. Only along such a development direction can consultative democracy effectively advance the socialist democratic political process.
