【摘要】：長期以來,主導(dǎo)聯(lián)合國維和建和的是生成于西方文明實(shí)踐經(jīng)驗(yàn)的自由和平規(guī)范。自由和平注重制度建設(shè)而對經(jīng)濟(jì)和社會(huì)發(fā)展關(guān)注不足,讓維和建和陷入維持和建設(shè)虛幻和平的困境。中國和平崛起的實(shí)踐經(jīng)驗(yàn)蘊(yùn)含被稱作發(fā)展和平的規(guī)范。通過中國的對外援助和經(jīng)濟(jì)活動(dòng),發(fā)展和平在國際上傳播并對維和建和規(guī)范體系產(chǎn)生影響。發(fā)展和平主張?jiān)谡魏蜕鐣?huì)穩(wěn)定的前提下,以經(jīng)濟(jì)建設(shè)為中心,通過經(jīng)濟(jì)發(fā)展帶動(dòng)國家的全面發(fā)展,進(jìn)而消除維和建和東道國國內(nèi)沖突的根源。發(fā)展和平彌補(bǔ)了自由和平的不足,兩種和平規(guī)范可以互補(bǔ)共生。崛起的中國不僅僅是維和建和規(guī)范的學(xué)習(xí)者和接受者,還是供應(yīng)者和傳播者,發(fā)展和平是聯(lián)合國維和建和中的中國方案。
[Abstract]:For a long time, the United Nations peacekeeping peacebuilding is based on the Western civilization experience of freedom and peace norms. Free peace pays more attention to system building than to economic and social development, which makes peacekeeping peacebuilding into the dilemma of maintaining and building illusory peace. The practical experience of China's peaceful rise contains what is called the norm of development peace. Through China's foreign aid and economic activities, the development of peace in the international dissemination and impact on peacekeeping peacebuilding normative system. Under the premise of political and social stability, the development of peace stands for taking economic construction as the center and promoting the overall development of the country through economic development, thus eliminating the root causes of the internal conflicts in the host countries of peacekeeping peacebuilding. The development of peace makes up for the deficiency of freedom and peace, and the two kinds of peace norms can be complementary and symbiotic. The rising China is not only the learner and receiver of peacekeeping peacebuilding norms, but also the supplier and communicator.
