【摘要】：2016年以來,菲律賓與俄羅斯的關(guān)系迅速拉近,雙方釋放的合作意愿不只限于軍事、能源等領(lǐng)域,還涉及共同構(gòu)建新的世界"一極"。雖然基于歷史基礎(chǔ)、地緣政治、經(jīng)濟結(jié)構(gòu)等因素判斷,菲俄合作水平在中短期內(nèi)不會提升太快,構(gòu)建新的國際聯(lián)盟或力量"一極"也為時尚早,但是由于亞太秩序正處于變化與調(diào)整中,菲律賓與俄羅斯的相互接近具有一定的外溢效應(yīng),為考察與評估亞太安全格局的未來走向提供了一個新視角。菲俄拉近雙邊關(guān)系對中國的影響具有兩面性,一方面菲俄合作具有平衡中國的潛在意圖,另一方面,在短期內(nèi),中俄菲三方具有更廣泛的利益共識。因此,中國應(yīng)發(fā)揮自身地緣優(yōu)勢,利用新的合作機制與地區(qū)倡議,加強中俄、中菲的雙邊合作與中俄菲在地區(qū)多邊對話中的協(xié)調(diào),這是本文研究的政策含義所在。
[Abstract]:Relations between the Philippines and Russia have narrowed rapidly since 2016, with the release of a willingness to cooperate not only in military, energy and other areas, but also in building a new "one pole" of the world. Although judging from historical basis, geopolitics, economic structure and other factors, the level of cooperation between the Philippines and Russia will not increase too quickly in the short and medium term, and it is still too early to build a new international alliance or "one pole" of power. However, because the Asia-Pacific order is in the process of change and adjustment, the proximity between the Philippines and Russia has a certain spillover effect, which provides a new perspective for investigating and evaluating the future trend of Asia-Pacific security pattern. On the one hand, the cooperation between the Philippines and Russia has the potential intention of balancing China, on the other hand, in the short term, the three sides of China, Russia and the Philippines have a broader consensus of interests. Therefore, China should make full use of its geographical advantages and make use of the new cooperation mechanism and regional initiatives to strengthen the coordination of bilateral cooperation between China and Russia and between China and the Philippines in the regional multilateral dialogue, which is the policy implication of this paper.
