【摘要】：海峽兩岸是割舍不斷的命運(yùn)共同體,需要豐富的公共產(chǎn)品來(lái)滿(mǎn)足兩岸人民的共同需求,保障兩岸人民福祉,處理兩岸公共事務(wù),實(shí)現(xiàn)兩岸融合發(fā)展。海峽兩岸公共產(chǎn)品一方面是兩岸交流合作、兩岸關(guān)系發(fā)展的結(jié)晶體,另一方面又對(duì)這兩者有保障、推動(dòng)、形塑的作用。由于基礎(chǔ)性公共產(chǎn)品供給不足,供給制度化程度低,私物化情況嚴(yán)重等原因,海峽兩岸公共產(chǎn)品長(zhǎng)期處于供給不足的狀況。而少部分"臺(tái)獨(dú)"分子,破壞兩岸公共產(chǎn)品,背棄兩岸共同價(jià)值,對(duì)兩岸關(guān)系造成重大影響,尤其值得警惕。兩岸可在夯實(shí)"九二共識(shí)"的基礎(chǔ)上,增加基礎(chǔ)性公共產(chǎn)品的供給,做好相關(guān)制度安排,建構(gòu)多元供給體系,實(shí)現(xiàn)海峽兩岸公共產(chǎn)品的有效供給。
[Abstract]:The two sides of the Taiwan Strait are an unceasing community of destiny, which needs abundant public goods to meet the common needs of the people on both sides of the strait, to ensure the well-being of the people on both sides of the strait, to handle cross-strait public affairs, and to realize the development of cross-strait integration. On the one hand, the public goods of the two sides of the Taiwan Strait are the crystallization of cross-strait exchanges and cooperation, and the development of cross-strait relations, on the other hand, they are guaranteed, promoted and shaped. Due to insufficient supply of basic public goods, low degree of institutionalization of supply and serious situation of privatization, public goods on both sides of the Taiwan Strait have been in a state of insufficient supply for a long time. A small number of "Taiwan independence" elements undermine public goods and abandon the common values of the two sides of the strait, which have a major impact on cross-strait relations, and are particularly worthy of vigilance. On the basis of strengthening the "1992 consensus," the two sides of the strait can increase the supply of basic public goods, make relevant institutional arrangements, construct a pluralistic supply system, and realize the effective supply of public goods on both sides of the strait.
