【摘要】：老有所養(yǎng)是最重要的民生話題之一,老年保障是實(shí)現(xiàn)"老有所養(yǎng)"的基礎(chǔ)。老年人面臨貧困、疾病、失能和孤獨(dú)等風(fēng)險(xiǎn),因而需要建立收入保障、健康保障、照護(hù)保障、無障礙環(huán)境和精神慰藉等老年保障項(xiàng)目。經(jīng)過多年的改革和建設(shè),我國(guó)老年保障事業(yè)有了很大的發(fā)展,但"不平衡、不充分"的現(xiàn)象依然存在。老年保障制度建設(shè)需要堅(jiān)實(shí)的學(xué)理基礎(chǔ),尤其是要把握權(quán)責(zé)清晰與多元共治、代際均衡與權(quán)益公平、保障適度與可持續(xù)性、互助共濟(jì)與收入再分配等基礎(chǔ)性問題,據(jù)此,新時(shí)代老年保障制度深化改革的重點(diǎn)是:完善老年保障體系、優(yōu)化老年保障制度設(shè)計(jì)、創(chuàng)新老年保障事業(yè)推進(jìn)機(jī)制、加強(qiáng)老年保障基礎(chǔ)建設(shè)。
[Abstract]:Security of the elderly is one of the most important livelihood topics. The elderly face the risks of poverty, disease, disability and loneliness, so they need to establish such old-age security programs as income security, health security, care security, barrier-free environment and spiritual comfort. After years of reform and construction, China's elderly security has a great development, but "uneven, inadequate" phenomenon still exists. The construction of the old-age security system needs a solid theoretical foundation, especially to grasp such basic problems as clear powers and responsibilities and pluralistic co-governance, intergenerational balance and equity, moderation and sustainability of security, mutual aid and income redistribution, etc. The key points of deepening the reform of the old-age security system in the new era are: perfecting the old-age security system, optimizing the design of the old-age security system, innovating the advancing mechanism of the old-age security, and strengthening the basic construction of the old-age security.
