【摘要】：20世紀(jì)以來,我國經(jīng)歷了三次大的社會(huì)轉(zhuǎn)型。第一次是辛亥革命,結(jié)束了2000多年的封建統(tǒng)治。第二次是社會(huì)主義革命,建立了人民當(dāng)家作主的社會(huì)主義制度。第三次是正在進(jìn)行的改革開放,其要實(shí)現(xiàn)三個(gè)轉(zhuǎn)變:一是體制轉(zhuǎn)型,即從計(jì)劃經(jīng)濟(jì)向市場經(jīng)濟(jì)體制轉(zhuǎn)變;二是社會(huì)結(jié)構(gòu)變動(dòng),即社會(huì)的結(jié)構(gòu)轉(zhuǎn)換、機(jī)制轉(zhuǎn)軌、利益調(diào)整和觀念轉(zhuǎn)變等方面的一個(gè)整體、全面的結(jié)構(gòu)狀態(tài)過渡;三是社會(huì)形態(tài)變遷,即中國由傳統(tǒng)、封閉的農(nóng)業(yè)社會(huì)向現(xiàn)代、開放的工業(yè)社會(huì)變遷。30多年來,中國改革開放取得了巨大成就。但與此同時(shí),社會(huì)轉(zhuǎn)型過程中社會(huì)失序問題也日益凸顯并呈現(xiàn)多樣化和復(fù)雜化態(tài)勢,各種社會(huì)風(fēng)險(xiǎn)接踵而來。如何合理分配社會(huì)風(fēng)險(xiǎn)正在成為影響中國經(jīng)濟(jì)社會(huì)發(fā)展的重大問題。風(fēng)險(xiǎn)分配是對(duì)經(jīng)濟(jì)社會(huì)發(fā)展過程中所產(chǎn)生風(fēng)險(xiǎn)的分擔(dān),風(fēng)險(xiǎn)分配中必須堅(jiān)持分配正義原則。風(fēng)險(xiǎn)分配正義對(duì)當(dāng)代中國社會(huì)轉(zhuǎn)型期經(jīng)濟(jì)、政治、文化、社會(huì)和生態(tài)建設(shè)具有重要意義。當(dāng)下,由于分配主體單一、分配方式不靈活、社會(huì)階層結(jié)構(gòu)固化和風(fēng)險(xiǎn)分配制度不完善等原因,導(dǎo)致風(fēng)險(xiǎn)分配非正義問題凸顯。為有效解決之,必須倡導(dǎo)正義理念,樹立風(fēng)險(xiǎn)分配正義觀;整合分配主體,有機(jī)制衡風(fēng)險(xiǎn);改善分配方式,適度調(diào)控風(fēng)險(xiǎn);優(yōu)化階層結(jié)構(gòu),合理分配風(fēng)險(xiǎn);完善制度建設(shè),有效調(diào)控風(fēng)險(xiǎn)。
[Abstract]:Since the 20 th century, our country has experienced three great social transformation. The first was the Revolution of 1911, which ended more than 2000 years of feudal rule. The second was the socialist revolution, which established a socialist system in which the people were the masters of their own affairs. The third is the reform and opening to the outside world, which should realize three changes: first, the system transformation, that is, from the planned economy to the market economy system; Second, the social structure changes, namely the social structure transformation, the mechanism transition, the benefit adjustment and the concept change and so on aspect integral, the overall structural state transition; The third is the change of social formation, that is, China has changed from traditional, closed agricultural society to modern and open industrial society. 30 years ago, China has made great achievements in reform and opening up. But at the same time, the social disorder in the process of social transformation has become increasingly prominent and presents a diversified and complicated situation, and various social risks follow. How to distribute the social risk rationally is becoming an important problem that affects China's economic and social development. Risk allocation is the sharing of risks in the process of economic and social development, and the principle of distributive justice must be adhered to in risk allocation. The justice of risk distribution is of great significance to the construction of economy, politics, culture, society and ecology in the transition period of Chinese society. At present, because of the single subject of distribution, the inflexibility of distribution mode, the solidification of social stratum structure and the imperfection of risk distribution system, the unjust problem of risk distribution is prominent. In order to solve it effectively, we must advocate the concept of justice, set up the concept of risk distribution justice, integrate the main body of distribution, balance the risk organically, improve the way of distribution, adjust and control risks appropriately, optimize the stratum structure, and distribute risks reasonably. Perfect system construction, control risk effectively.
