【摘要】：當前我國發(fā)展志愿服務事業(yè)的相關制度尚不健全,志愿服務的發(fā)展仍然面臨著巨大的挑戰(zhàn)。美國志愿服務法律法規(guī)體系的構建起步早于我國,客觀上為我國志愿服務體系的完善提供了借鑒。未來我國志愿服務的制度設計,需要及時回應現(xiàn)實的社會需求;建立志愿服務的協(xié)調(diào)機構,以鮮明時代特色的志愿服務項目為載體,整合資源、激發(fā)公眾的志愿服務精神,加強志愿服務組織的能力建設;重視志愿服務制度的頂層設計,構建系統(tǒng)完善的政策體系,同時保持政策的延續(xù)性與制度創(chuàng)新的有機銜接。
[Abstract]:At present, the system of developing voluntary service in our country is not perfect, and the development of voluntary service is still facing great challenges. The construction of American voluntary service laws and regulations system started earlier than that of our country, which objectively provided reference for the perfection of our voluntary service system. In the future, the system design of voluntary service in our country needs to respond to the social demand in time. Set up the coordination organization of voluntary service, take the voluntary service project with distinct characteristics of the times as the carrier, integrate the resources, stimulate the spirit of voluntary service of the public, and strengthen the capacity-building of the volunteer service organization; We should pay attention to the top level design of voluntary service system, construct a perfect policy system, and maintain the continuity of policy and the organic link of system innovation.
