【摘要】：從歷史上看,我國失能老人的長期照護基本以家庭照護為主,但是隨著社會的發(fā)展變化和計劃生育政策的實施,我國家庭結(jié)構(gòu)也發(fā)生顯著變化。對失能老人的照護給獨生子女家庭帶來巨大的壓力,很多照護者不僅面臨工作壓力,還要面對照護老人的壓力,致使失能老人無法得到有效的長期照護。劇統(tǒng)計2014年底長春市在籍人口數(shù)為754.7萬人,60周歲及60周歲以上的老年人口為131.6萬人,所占戶籍人口的17.4%。長春市已步入老齡化社會,失能老人的長期照護和醫(yī)療護理的問題解決已迫在眉睫。在目前情況下“4-2-1”的家庭結(jié)構(gòu)已經(jīng)難以解決長期失能老人的照護問題�！耙蝗耸�,全家失衡”的現(xiàn)象越發(fā)普遍,因此,在我國步入老年社會的背景之下如何更好的解決失能老人照護問題已經(jīng)成為當務之急。本文主要通過對失能老人和養(yǎng)老機構(gòu)的走訪與調(diào)查獲得詳實的資料與數(shù)據(jù),歸納并總結(jié)了調(diào)查對象的基本情況,還原失能老人的真實生活狀況與需求。結(jié)合相關數(shù)據(jù)從照護方式、照護需求以及照護條件等角度對長春市城市失能老人長期照護現(xiàn)狀與需求狀況進行了分析。長春市作為省會城市人口眾多,失能老人群體比較龐大,對失能老人的長期照護亟需解決。本文以長春市的失能老人長期照護作為研究對象,對失能老人長期照護的基礎理論進行了闡釋；從照護內(nèi)容、照護模式、照護條件三個方面,對長春市城市失能老人長期照護現(xiàn)狀和需求狀況進行了分析和總結(jié)；梳理出了長春市失能老人長期照護存在的主要問題,即現(xiàn)有照護模式難以滿足長期照護需求,照護服務設施不完善,專業(yè)的照護人員匱乏；借鑒美國、日本、德國等發(fā)達國家的經(jīng)驗,提出了建立地方性保險體系、培育和扶持長期照護機構(gòu)建設、加強相關人才的立體培養(yǎng)、完善家庭照護商業(yè)化體制的對策。
[Abstract]:From the historical point of view, the long-term care of the disabled in our country is basically based on family care, but with the development of society and the implementation of family planning policy, the family structure of our country has also changed significantly. Care for the disabled brings great pressure to the one-child family, many caregivers not only face the pressure of work, but also the pressure of caring for the elderly, resulting in the disabled elderly can not get effective long-term care. At the end of 2014, the number of resident population in Changchun is 7.547 million, and the elderly population aged 60 and over is 1.316 million, accounting for 17.4% of the household registration population. Changchun has stepped into an aging society. It is urgent to solve the problem of long-term care and medical care for disabled elderly. In the present situation, the family structure of "4-2-1" has been difficult to solve the problem of care for the long-term disabled elderly. The phenomenon of "one person is disabled, the whole family is out of balance" is more and more common. Therefore, how to better solve the problem of disabled elderly care under the background of our country's entering into the elderly society has become an urgent matter. This article obtains the detailed information and data through the visit and investigation to the disabled elderly and the old-age institution, sums up and summarizes the basic situation of the object of investigation, and restores the real life condition and demand of the disabled old man. Based on the related data, this paper analyzes the status quo and demand of long-term care for urban disabled elderly in Changchun from the aspects of care mode, care demand and care conditions. Changchun, as the capital city, has a large population and a large group of disabled elderly, so the long-term care for the disabled needs to be solved. This paper takes the long-term care of the disabled elderly in Changchun as the research object, and explains the basic theory of long-term care for the disabled. From three aspects of care content, care mode and care condition, this paper analyzes and summarizes the status quo and demand of long-term care for urban disabled elderly in Changchun. Combing out the main problems of long-term care for the disabled elderly in Changchun, that is, the existing care mode is difficult to meet the long-term care needs, care service facilities are not perfect, professional care staff is scarce; Based on the experience of the developed countries such as the United States, Japan and Germany, this paper puts forward some countermeasures to establish the local insurance system, to foster and support the construction of long-term care institutions, to strengthen the three-dimensional training of related talents, and to perfect the commercial system of family care.
