【摘要】：全球化發(fā)展進(jìn)程使人類社會的文化交流走進(jìn)了爆發(fā)時代,并達(dá)到了前所未有的規(guī)模和程度。從而使得文化及外交兩個領(lǐng)域的結(jié)合更加緊密,加速了文化外交的崛起和發(fā)展。在當(dāng)今的時代,文化外交對社會的可持續(xù)性發(fā)展具有重大的作用和意義,文化外交是對民族國家塑造國家形象、保證國家安全,乃至追求現(xiàn)實利益的巨大推動力。實踐證明,文化交流日益成為各國之間交往的重要橋梁,在實現(xiàn)民族和解、避免種族和宗教的沖突方面發(fā)揮巨大作用,同時推進(jìn)各國增強(qiáng)團(tuán)結(jié)、友誼、互相了解、共同合作與發(fā)展。越南認(rèn)為強(qiáng)化文化外交工作是國家發(fā)展的“黃金時機(jī)”,大力提高思維高度,吸收和甄別世界各國、民族的文化精華,豐富本國的文化特色。越南從革新至今強(qiáng)化文化外交是外交實踐的工作之一,一方面成功實現(xiàn)獨(dú)立的外交政策,自主,和平,合作和發(fā)展;建立多元化、多樣化的外交關(guān)系,主動和積極融入地區(qū)一體化進(jìn)程;提升國家地位;為國家、民族的利益,為越南社會主義的富強(qiáng);成為各個國家的朋友及可信賴的合作伙伴和國際社會負(fù)責(zé)任的成員國;為世界上的和平、民族獨(dú)立、民主和社會進(jìn)步作出貢獻(xiàn)。另一方面,做好文化外交工作是助于政治外交和經(jīng)濟(jì)外交不斷發(fā)展的“潤滑劑”,強(qiáng)力推動越南文化走出去,向國際社會展現(xiàn)越南國家民族文化和文化遺產(chǎn)的價值。實行文化外交事業(yè)是全黨、全民的任務(wù)。為了成功實現(xiàn)這個重要的任務(wù),整個越南社會應(yīng)不斷提高對文化外交在國際經(jīng)濟(jì)一體化和全球化背景下發(fā)揮作用的意識形態(tài)和思想。從革新時期以來,越南越來越重視文化外交的工作,并強(qiáng)調(diào)文化外交是越南外交的三大支柱之一。文化外交成為越南綜合外交戰(zhàn)略中的重要因素,同時為促進(jìn)越南到2020年成為現(xiàn)代化的工業(yè)國家發(fā)揮重要的作用。作者分析越南進(jìn)行改革三十年來,文化外交的理解和所取得的成就。從此,越南更看清優(yōu)勢與困難,機(jī)遇與挑戰(zhàn),進(jìn)而為獲取更多的國家利益,提出了長期發(fā)展的文化外交戰(zhàn)略。為了更有效、更深入地融入國際社會,越南政府將更加完善和強(qiáng)化文化外交的工作。
[Abstract]:The process of globalization has made the cultural exchange of human society enter the era of explosion, and has reached an unprecedented scale and degree. The combination of culture and diplomacy accelerates the rise and development of cultural diplomacy. In the present era, cultural diplomacy plays an important role and significance in the sustainable development of society. Cultural diplomacy is a huge driving force for the nation-state to shape the image of the country, to guarantee the national security, and even to pursue the realistic interests. Practice has proved that cultural exchanges are increasingly becoming an important bridge for exchanges among countries, playing a great role in achieving national reconciliation and avoiding ethnic and religious conflicts, and at the same time promoting greater solidarity, friendship and mutual understanding among countries. Joint cooperation and development. Vietnam holds that strengthening cultural diplomacy is the "golden opportunity" for the development of the country, and vigorously raises the level of thinking, absorbs and discriminates the cultural essence of all countries and nations in the world, and enriches their own cultural characteristics. It is one of the work of diplomatic practice to strengthen cultural diplomacy in Vietnam from reform to now. On the one hand, Vietnam has successfully realized independent foreign policy, independence, peace, cooperation and development; To establish pluralistic and diversified diplomatic relations, to actively and actively integrate into the process of regional integration, to promote the status of the country, to serve the interests of the country and the nation, and to contribute to the prosperity and strength of the Vietnamese socialism; To be a friend and trusted partner of all nations and a responsible member of the international community; to contribute to world peace, national independence, democracy and social progress. On the other hand, doing cultural diplomacy well is the "lubricant" that helps political diplomacy and economic diplomacy develop constantly, strongly push Vietnamese culture to go out, and show the value of Vietnamese national culture and cultural heritage to the international community. It is the task of the whole party and the whole people to carry out cultural diplomacy. In order to realize this important task successfully, the whole Vietnamese society should constantly raise the ideology and thought about the role of cultural diplomacy in the context of international economic integration and globalization. Since the reform period, Vietnam has paid more and more attention to cultural diplomacy and emphasized that cultural diplomacy is one of the three pillars of Vietnamese diplomacy. Cultural diplomacy is an important factor in Vietnam's comprehensive diplomatic strategy and plays an important role in promoting Vietnam to become a modern industrial country by 2020. The author analyzes the understanding and achievements of cultural diplomacy in Vietnam over the past 30 years. From then on, Vietnam saw more advantages and difficulties, opportunities and challenges, and then put forward a long-term development of cultural diplomacy strategy in order to obtain more national interests. In order to integrate more effectively and deeply into the international community, the Vietnamese government will improve and strengthen its cultural diplomacy.
