安徽省淮北市農(nóng)村社區(qū)建設(shè)問題探究

【摘要】：我國是農(nóng)業(yè)大國,農(nóng)村人口占總?cè)丝谝话胍陨?農(nóng)業(yè)問題是我國經(jīng)濟(jì)發(fā)展中的重要問題。2012年12月,黨的十八大召開,“三農(nóng)”問題作為全會(huì)報(bào)告中的重點(diǎn)問題進(jìn)行了深入的闡述,報(bào)告中明確指出：“農(nóng)業(yè)、農(nóng)村和農(nóng)民的問題是全黨工作中的重點(diǎn)內(nèi)容,明確城鄉(xiāng)一體化的發(fā)展思路,以縮小城鄉(xiāng)之間的差距促進(jìn)城鄉(xiāng)共同發(fā)展作為根本任務(wù),通過統(tǒng)籌城鄉(xiāng)發(fā)展,把工作重心放在農(nóng)村改革發(fā)展上”�，F(xiàn)階段是我國全面建成小康社會(huì)的關(guān)鍵時(shí)期,建設(shè)社會(huì)主義新農(nóng)村是小康社會(huì)的重要內(nèi)容,把農(nóng)村建設(shè)成為新型生活社區(qū)在社會(huì)主義新農(nóng)村建設(shè)中發(fā)揮重要作用,更有利于推進(jìn)城鄉(xiāng)一體化。2006年10月,黨的十六屆六中全會(huì)通過了《中共中央關(guān)于構(gòu)建社會(huì)主義和諧社會(huì)若干重要問題的決定》指出：“全面開展城市社區(qū)建設(shè),積極推進(jìn)農(nóng)村社區(qū)建設(shè),健全新型社區(qū)管理和服務(wù)體制,把社區(qū)建設(shè)成為管理有序、服務(wù)完善、文明祥和的社會(huì)生活共同體”。安徽省淮北市為貫徹落實(shí)黨的十八大精神,加快推進(jìn)美好鄉(xiāng)村建設(shè),按照中共安徽省委辦公廳、安徽省人民政府辦公廳《關(guān)于進(jìn)一步加強(qiáng)農(nóng)村社區(qū)建設(shè)的意見》要求,結(jié)合實(shí)際,按照“加快建設(shè)資源節(jié)約型、環(huán)境友好型鄉(xiāng)村,努力打造全省領(lǐng)先、皖北一流的美好鄉(xiāng)村建設(shè)示范區(qū)”的指導(dǎo)思想,確定了美好鄉(xiāng)村建設(shè)重點(diǎn)任務(wù)。文章主要研究農(nóng)村社區(qū)建設(shè)的相關(guān)內(nèi)容,把社區(qū)、農(nóng)村社區(qū)和農(nóng)村社區(qū)建設(shè)等概念進(jìn)行系統(tǒng)的分析作為研究基礎(chǔ),通過定量與定性研究相結(jié)合、規(guī)范分析與實(shí)證分析相結(jié)合以及比較分析研究；對(duì)目前國內(nèi)外相關(guān)專家和學(xué)者在農(nóng)村社區(qū)建設(shè)問題上研究成果進(jìn)行分析,對(duì)淮北市農(nóng)村社區(qū)建設(shè)過程中存在的問題進(jìn)行剖析。經(jīng)過分析研究,作者認(rèn)為,淮北市農(nóng)村社區(qū)建設(shè)工作經(jīng)歷了從試點(diǎn)起步,由點(diǎn)到面,到逐步推進(jìn)和發(fā)展的過程,并在深入推進(jìn)農(nóng)村社區(qū)建設(shè)過程中,健全治理機(jī)制,完善基礎(chǔ)設(shè)施,拓展服務(wù)功能,不斷提升農(nóng)村社區(qū)社會(huì)管理和公共服務(wù)水平,加快推動(dòng)城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展。淮北市農(nóng)村社區(qū)建設(shè)取得了一定的成績,同時(shí),在社區(qū)建設(shè)過程中存在了實(shí)際性的問題需要去思考和解決：一是工作機(jī)制尚未建立;二是宣傳引導(dǎo)和培訓(xùn)力度不夠；三是公共服務(wù)提供上仍然缺失；四是制度建設(shè)不完善；五是財(cái)政投入缺乏支持。在此基礎(chǔ)上,提出了進(jìn)一步促進(jìn)淮北市農(nóng)村社區(qū)建設(shè)工作的五點(diǎn)對(duì)策：一是明確農(nóng)村社區(qū)建設(shè)的工作思路、范圍和主體；二是建設(shè)好農(nóng)村社區(qū)服務(wù)中心,農(nóng)村社區(qū)服務(wù)中心不單純是一座建筑物,更是農(nóng)村分享改革發(fā)展成果的基礎(chǔ)平臺(tái),是蘊(yùn)藏著參與、關(guān)懷和凝聚力的農(nóng)民之家;三是構(gòu)建農(nóng)村社區(qū)服務(wù)體系；四是加強(qiáng)農(nóng)村社區(qū)管理工作；五是強(qiáng)化領(lǐng)導(dǎo),加大投入,做好相關(guān)配套工作。
[Abstract]:China is a large agricultural country, and the rural population accounts for more than half of the total population. The agricultural problem is an important issue in the economic development of our country. In December 2012, the 18th National Congress of the Communist Party of China (CPC) was held. The issue of "agriculture, rural areas and farmers", as the key issue in the report of the plenary session, is elaborated in depth. The report clearly points out: "the problems of agriculture, rural areas and peasants are the key contents of the whole Party's work, and the development thinking of the integration of urban and rural areas is clear." To narrow the gap between urban and rural areas to promote the common development of urban and rural as a fundamental task, through the overall planning of urban and rural development, the focus of work on rural reform and development. The present stage is the key period for our country to build a well-off society in an all-round way. The construction of a new socialist countryside is an important part of a well-off society, and the construction of a new type of rural life community plays an important role in the construction of a new socialist countryside. In October 2006, the sixth Plenary session of the 16th CPC Central Committee adopted the decision of the CPC Central Committee on several important issues concerning the Construction of a harmonious Socialist Society. We should actively promote the construction of rural communities, improve new community management and service systems, and turn community construction into a community of social life with orderly management, perfect service, and civilized and peaceful life. " In order to implement the spirit of the 18th CPC National Congress and speed up the construction of beautiful villages in Huaibei City, Anhui Province, according to the requirements of the General Office of the CPC Anhui Provincial Party Committee and the General Office of the people's Government of Anhui Province on further strengthening the Construction of Rural Communities, In accordance with the guiding ideology of "speeding up the construction of resource-saving and environment-friendly villages, and making efforts to build the leading and first-rate beautiful rural construction demonstration areas in northern Anhui Province", the key tasks of the fine rural construction have been determined in accordance with the guiding ideology of "speeding up the construction of resource-conserving and environment-friendly villages". This paper mainly studies the related contents of rural community construction, taking the concept of community, rural community and rural community construction as the research basis, combining quantitative and qualitative research. The combination of normative analysis and empirical analysis and comparative analysis; This paper analyzes the research results of the related experts and scholars at home and abroad on the construction of rural communities, and analyzes the problems existing in the process of rural community construction in Huaibei City. Through analysis and research, the author believes that the rural community construction in Huaibei City has experienced the process of starting from point to plane, gradually advancing and developing, and perfecting the governance mechanism in the process of further promoting rural community construction. We will improve infrastructure, expand service functions, continuously improve the level of social management and public services in rural communities, and speed up the overall and coordinated development of urban and rural areas. Huaibei City rural community construction has made certain achievements, at the same time, there are practical problems in the process of community construction need to be considered and solved: first, the work mechanism has not been established; Third, the provision of public services is still missing; fourth, the system is not perfect; fifth, the lack of financial support. On this basis, the paper puts forward five countermeasures to further promote the construction of rural communities in Huaibei City: first, make clear the working ideas, scope and main body of rural community construction; Second, the construction of rural community service center, rural community service center is not only a building, but also the rural areas to share the fruits of reform and development of the basic platform, which contains participation, care and cohesion of the farmers home; Third, construct the rural community service system; Fourth, strengthen rural community management, fifth, strengthen leadership, increase investment, do a good job of supporting work.
