【摘要】：傳統(tǒng)的政治參與方式多是自上而下由政府主導(dǎo),但快速發(fā)展的互聯(lián)網(wǎng)擴(kuò)大了參與空間,民眾可以自下而上地主動(dòng)參與到政策制定的過程中去。參與空間的擴(kuò)大給政府的治理提出了新的要求,單項(xiàng)唯一的參與方式已不再適合當(dāng)今的政府治理。如今大多數(shù)國家在實(shí)際治理過程中都采用了一種線上和線下相結(jié)合多種參與方式混合的參與模式。本文介紹的混合參與空間理論結(jié)合了參與的雙向空間即發(fā)明空間和邀請空間與參與的四大類型即代議制參與、直接參與、協(xié)商參與和示威參與,形成了一個(gè)混合參與模型,在此模型中各種實(shí)際的參與手段被歸類總結(jié)。中國在不斷進(jìn)行的行政改革中摸索出了適合自己的民主路線,從混合參與空間理論中可以看出中國已成為一個(gè)擁有多維度參與手段的進(jìn)步的社會(huì)。
[Abstract]:The traditional way of political participation is dominated by the government from top to bottom, but the rapid development of the Internet expands the space for participation, and people can actively participate in the process of policy making from the bottom up. The expansion of the participation space puts forward new requirements for the governance of the government, and the single mode of participation is no longer suitable for the governance of the government today. Nowadays, most countries adopt a mixed model of online and offline participation in the process of practical governance. The theory of mixed participation space introduced in this paper combines the bidirectional space of participation, namely inventing space and inviting space and the four types of participation, namely, representative participation, direct participation, negotiation participation and demonstration participation, and forms a mixed participation model. In this model, various practical means of participation are classified and summarized. From the theory of mixed participation space, we can see that China has become a progressive society with multi-dimensional means of participation.
