【摘要】：晚清以降,行省制度的流弊日漸顯現(xiàn),省制改革成為中國(guó)政治上的一大難題。"廢省"與"縮省"作為解決困局的一種手段,構(gòu)成了近代省制改革的重要內(nèi)容。這一運(yùn)動(dòng)肇始于清末,極盛于民初,近半個(gè)世紀(jì)的時(shí)間里,"忽隱忽現(xiàn),若斷若續(xù)",隨之而來的質(zhì)疑與駁斥也從未消弭。"廢省"與"縮省"所折射出的國(guó)家政制建構(gòu)、中央與地方的權(quán)限厘清等問題至今仍具現(xiàn)實(shí)意義。
[Abstract]:In the late Qing Dynasty, the malpractice of the provincial system appeared day by day, and the reform of the provincial system became a big problem in Chinese politics. "abolishing the province" and "shrinking the province" as a means to solve the difficult situation, constituted the important content of the reform of the modern provincial system. The movement began in the late Qing Dynasty, flourished in the early Republic of China, and for nearly half a century, "flickering, if broken, if continued", the ensuing doubt and refutation has never been eliminated. It is still of practical significance to clarify the power of central and local governments in the construction of state political system reflected by "abandoned province" and "shrinking province".
