我國省級人大常委會會次和會期制度研究——基于北京市的分析

【摘要】：會次和會期制度是人大常委會會議制度的重要內(nèi)容,涉及會議召開的次數(shù)、會議舉行的日期、會議持續(xù)的時間以及開會的間隔時間等內(nèi)容。會次和會期制度作為一項(xiàng)程序性制度,其完善與否直接關(guān)系到地方人大常委會會議的質(zhì)量和實(shí)效,進(jìn)而影響地方國家權(quán)力機(jī)關(guān)法定職權(quán)的正常行使。為此,需要正確認(rèn)識、把握會次和會期制度的民主價值,加強(qiáng)會次和會期制度的法律制度建設(shè),逐步推進(jìn)人大常委會組成人員專職化,不斷提升人大常委會會議工作的法治化水平,保證地方國家權(quán)力機(jī)關(guān)充分履行職責(zé)。
[Abstract]:The meeting and session system is an important part of the meeting system of the standing Committee of the National people's Congress (NPC), which involves the number of meetings, the date of the meeting, the duration of the meeting and the interval between meetings. As a procedural system, the session and session system has a direct bearing on the quality and actual effect of the standing Committee of the local people's Congress, and then affects the normal exercise of the statutory functions and powers of the local state power organs. Therefore, it is necessary to correctly understand, grasp the democratic value of the session and session system, strengthen the construction of the legal system of the session and session system, and gradually promote the full-time membership of the standing Committee of the National people's Congress. We will continuously improve the rule of law in the work of the standing Committee of the National people's Congress and ensure that local organs of state power fully carry out their duties.
