【摘要】：社區(qū)異質(zhì)性、社區(qū)公共性與社區(qū)整合之間的關(guān)系問題,是本文關(guān)于城市社區(qū)有效治理的中心命題。文章通過實地調(diào)查,分析了城市社區(qū)異質(zhì)性增長和社區(qū)公共性衰減現(xiàn)象,回答了以重建社區(qū)公共性來促進(jìn)社區(qū)社會需求整合、構(gòu)建社區(qū)有效治理的方向與可能。研究結(jié)論認(rèn)為,市場化、城市化和"單位制"衰微是城市社區(qū)異質(zhì)性增長與社區(qū)公共性衰減的三個重要機(jī)制。社區(qū)異質(zhì)性在宏觀上呈現(xiàn)為社區(qū)社會結(jié)構(gòu)的差異、在微觀上呈現(xiàn)為社區(qū)社會需求的差別。同時,社區(qū)異質(zhì)性弱化了社區(qū)公共性,使社區(qū)呈現(xiàn)出明顯的"原子化"和"隔離化"狀態(tài),威脅了社區(qū)整合。因此,重建社區(qū)公共性是整合差別化社區(qū)社會需求、防止社區(qū)"原子化"和"隔離化"狀態(tài)的關(guān)鍵。重建社區(qū)公共性意指建設(shè)社區(qū)多元主體或社區(qū)居民的地域"社會生活共同體"的共識和認(rèn)同感,社區(qū)公共性是一個社區(qū)中多元主體共生共處的公共價值,是參與社區(qū)治理的多元主體相互承認(rèn)彼此間差異并能一致行動的合法性基礎(chǔ),是對社區(qū)居民具有一定規(guī)范性和約束性的公共規(guī)則,也是城市基層黨組織和基層政府動員不同主體參與社區(qū)建設(shè)的內(nèi)生動力。文章從公共價值、公共規(guī)則、公共空間、公共參與和公共服務(wù)的維度討論了重建城市社區(qū)公共性的出路。
[Abstract]:The relationship between community heterogeneity, community publicity and community integration is the central proposition of this paper on the effective governance of urban community. Through field investigation, this paper analyzes the phenomenon of heterogeneity growth and community publicity attenuation in urban communities, and answers the direction and possibility of promoting the integration of community social needs and constructing effective community governance by reconstructing community publicity. It is concluded that marketization, urbanization and the decline of "unit system" are three important mechanisms for the growth of heterogeneity and the decline of community publicity. Community heterogeneity presents the difference of community social structure macroscopically and community social demand microscopically. At the same time, the community heterogeneity weakens the community publicity, makes the community appear obviously "atomization" and "isolation", and threatens the community integration. Therefore, reconstructing the community publicity is the key to integrate the social needs of the differentiated community and prevent the "atomization" and "isolation" of the community. Reconstructing community publicity means the consensus and identity of building community pluralistic subjects or community residents' regional "community of social life". Community publicity is the public value of coexistence of multiple subjects in a community. It is the legal basis for the pluralistic subjects involved in community governance to recognize their differences and to act in concert. It is also a public rule which is normative and binding to the community residents. It is also the endogenous motive force for urban grassroots Party organizations and grass-roots governments to mobilize different subjects to participate in community construction. This paper discusses the way out of reconstructing urban community publicity from the dimensions of public value, public rules, public space, public participation and public service.
