【摘要】：憑借移動數(shù)字技術(shù)和互聯(lián)網(wǎng)技術(shù)大放異彩的新媒體,已將其觸角探向我們生活的各個角落。新媒體的興起不僅賦予我們新的時代內(nèi)涵,也重塑了政治參與的內(nèi)容和方法,解構(gòu)了社會固化的結(jié)構(gòu),賦予草根階層等社會成員同等“發(fā)聲”權(quán),促使參與型政治文化的興起。新媒體環(huán)境下參與型政治文化的建設(shè),將有力消除一些制度性積弊,打破傳統(tǒng)政治生態(tài),改變政府與公民間的交互方式,模塑“強國家-強社會”結(jié)構(gòu)。新媒體是孕育現(xiàn)代民主精神的溫床,不斷提高公民參與的積極性,促進公民心理的形成,推動我國非參與型政治文化向參與型政治文化的轉(zhuǎn)型。但新媒體也是一把雙刃劍,它也造成我國參與型政治文化建設(shè)的一些困境。正如許多學者擔憂的“一種網(wǎng)絡(luò)專制主義,只會更加扭曲平等的公民權(quán)利”,臣民文化為主導的傳統(tǒng)政治文化將繼續(xù)存活于民眾心理。本文試圖從技術(shù)哲學等視角來考究新媒體環(huán)境下我國參與型政治文化建設(shè)問題,力求構(gòu)建出新媒體、人、參與型政治文化良性互動的社會主義政治文化生態(tài)體系。本文在對新媒體、參與型政治文化等基本理論做了必要的疏厘和諦視,在對宏觀理論的把控基礎(chǔ)上,研判了新媒體與我國參與型政治文建設(shè)價值契合的可能。重點探究了新媒體環(huán)境下我國參與型政治文化建設(shè)現(xiàn)狀、待破解的困境及造成困境的原因,并在厘定造成困境的原因基礎(chǔ)上了進行了對策的建構(gòu)。在具體對策部分,分別從政治參與主體角色的模塑、主導政治引導角色的打造、推進社會設(shè)置優(yōu)化、促進政治生態(tài)優(yōu)化四個角度嘗試性給出建設(shè)的意見。通過新媒體環(huán)境下我國參與型政治文化建設(shè)研究,不斷推進我國參與型政治文化的時代化、大眾化、科學化,助力我國實現(xiàn)中華民族偉大復興宏大敘事的實現(xiàn)。
[Abstract]:With mobile digital technology and Internet technology, the new media has spread its tentacles to every corner of our lives. The rise of new media not only gives us a new connotation of the times, but also reshapes the contents and methods of political participation, deconstructs the structure of social solidification, endows social members such as the grass root class with the same "voice" right, and promotes the rise of participating political culture. The construction of participating political culture under the new media environment will have the power to eliminate some systemic disadvantages, break the traditional political ecology, change the interaction between the government and citizens, and mold the structure of "strong country and strong society". The new media is the breeding ground of modern democratic spirit, which constantly improves the enthusiasm of citizens' participation, promotes the formation of citizen's psychology, and promotes the transformation from non-participating political culture to participatory political culture. But the new media is also a double-edged sword, which also causes some difficulties in the construction of participating political culture. Just as many scholars worry that "a cyber-despotism will only distort the equal rights of citizens", the traditional political culture dominated by subjects' culture will continue to survive in popular psychology. This paper attempts to study the construction of China's participating political culture in the new media environment from the perspective of technology philosophy, and try to construct a socialistic political and cultural ecological system of benign interaction among new media, people and participating political culture. Based on the basic theories of new media, participating political culture and macro theory, this paper studies the possibility of new media and the value of participating political literature construction in our country. This paper probes into the present situation of the construction of the participating political culture in the new media environment, the predicament to be solved and the causes of the predicament, and makes the construction of countermeasures on the basis of determining the causes of the difficulties. In the part of concrete countermeasures, the author tries to give some suggestions from four angles of shaping the role of political participation, leading the role of political guidance, promoting the optimization of social setup and promoting the optimization of political ecology. Through the research on the construction of China's participating political culture under the new media environment, we constantly promote the epochal, popular, scientific and helpful realization of the grand narrative of the great rejuvenation of the Chinese nation in our country.
