準(zhǔn)公共物品視角下的公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)對(duì)策研究

【摘要】:在我國(guó)養(yǎng)老服務(wù)領(lǐng)域,公辦養(yǎng)老機(jī)構(gòu)在其中占有重要的一席之地,其提供的養(yǎng)老服務(wù)是一種特殊的“商品”,可以起到一定的“托底”作用,保障中低收入老年群體獲得最基本的養(yǎng)老服務(wù)。目前,有關(guān)養(yǎng)老服務(wù)、養(yǎng)老產(chǎn)業(yè)的研究較多,但對(duì)于保障老年群體利益的公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)具體研究鮮有涉及。公辦養(yǎng)老機(jī)構(gòu)服務(wù)的定價(jià),直接影響到老年群體的生活質(zhì)量和精神撫慰,不僅關(guān)系到老人的養(yǎng)老負(fù)擔(dān)問題,長(zhǎng)期來看,更關(guān)系到養(yǎng)老服務(wù)的公平性、可及性。目前我國(guó)公辦養(yǎng)老機(jī)構(gòu)服務(wù)供給上還未充分體現(xiàn)“托底”性,服務(wù)定價(jià)過程中,養(yǎng)老服務(wù)價(jià)格補(bǔ)償機(jī)制尚不完善,定價(jià)標(biāo)準(zhǔn)陳舊、缺乏成本核算和統(tǒng)籌分級(jí),對(duì)于價(jià)格項(xiàng)目收費(fèi)標(biāo)準(zhǔn)和服務(wù)標(biāo)準(zhǔn)監(jiān)管不夠規(guī)范。本文在準(zhǔn)公共物品視角下,研究公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)過程中,如何更好的發(fā)揮其公益性特點(diǎn)、引入市場(chǎng)機(jī)制和加強(qiáng)監(jiān)管等對(duì)策。本文研究分析了公辦養(yǎng)老機(jī)構(gòu)服務(wù)作為一種準(zhǔn)公共物品的性質(zhì)特點(diǎn),在討論養(yǎng)老機(jī)構(gòu)服務(wù)供給現(xiàn)狀的現(xiàn)實(shí)背景下,分析目前養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)存在的缺陷、產(chǎn)生問題的原因,認(rèn)為其價(jià)格形成機(jī)制同時(shí)存在市場(chǎng)失靈和政府失靈,政府在參與制定養(yǎng)老服務(wù)價(jià)格時(shí),出現(xiàn)“力不從心”的局面,造成公辦養(yǎng)老機(jī)構(gòu)養(yǎng)老服務(wù)價(jià)格的扭曲。建議在政府對(duì)公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)過程中,要注意充分體現(xiàn)公辦養(yǎng)老機(jī)構(gòu)的公益性,發(fā)揮好市場(chǎng)機(jī)制在養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)中的作用,利用“兩只手”形成政府調(diào)控與市場(chǎng)調(diào)節(jié)有機(jī)結(jié)合的養(yǎng)老服務(wù)價(jià)格管理體系,并強(qiáng)化養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)的各方監(jiān)管。本文通過進(jìn)一步細(xì)化研究公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)的性質(zhì)和特點(diǎn),綜合分析影響公辦養(yǎng)老機(jī)構(gòu)養(yǎng)老服務(wù)價(jià)格的因素,依據(jù)公共政策理論,經(jīng)濟(jì)學(xué)理論和公共管理學(xué)理論,對(duì)公辦養(yǎng)老機(jī)構(gòu)服務(wù)定價(jià)提出建議。
[Abstract]:In the field of pension services in China, public pension institutions play an important role in them. The pension services provided by them are a special "commodity", which can play a role of "supporting the bottom". To ensure that the middle-and low-income elderly group to obtain the most basic pension services. At present, there are many researches on pension services, but there are few studies on the pricing of public pension institutions to protect the interests of the elderly. The pricing of public pension institutions directly affects the quality of life and spiritual comfort of the elderly, not only the burden of the elderly, but also the fairness and accessibility of pension services in the long run. At present, the service supply of public pension institutions in our country has not fully reflected the "underwriting" nature. In the process of service pricing, the compensation mechanism for the price of pension services is not perfect, the pricing standard is old, and the cost accounting and overall planning and grading are lacking. To price item charge standard and service standard regulation is not standard. From the perspective of quasi-public goods, this paper studies how to give full play to its public welfare characteristics, introduce market mechanism and strengthen supervision and other countermeasures in the process of service pricing of public pension institutions. This paper analyzes the characteristics of public pension institution service as a kind of quasi-public goods. Under the realistic background of discussing the present situation of pension institution service supply, this paper analyzes the defects of the current pension institution service pricing, and the causes of the problems. It is considered that both market and government failure exist in the price forming mechanism, and the government is unable to do what it wants to do when it takes part in making the price of old-age service, which results in the distortion of the price of old-age service in public pension institutions. It is suggested that in the process of government pricing the services of public pension institutions, we should pay attention to fully reflecting the public welfare of public pension institutions, and give play to the role of market mechanism in the service pricing of pension institutions. Making use of "two hands" to form an organic combination of government regulation and market regulation, the old-age service price management system should be formed, and the supervision of all parties to the service pricing of pension institutions should be strengthened. Through further research on the nature and characteristics of the service pricing of public pension institutions, this paper comprehensively analyzes the factors that affect the service prices of public pension institutions, according to the theory of public policy, the theory of economics and the theory of public management. Put forward suggestions on service pricing of public pension institutions.
