【摘要】：近年來,從學(xué)術(shù)專題再到政府工作報告,協(xié)商民主不斷成為人們熱議的話題。它的逐步升溫正是社會主義市場經(jīng)濟不斷完善和發(fā)展的結(jié)果。雖然社會主義市場經(jīng)濟具有社會主義的價值內(nèi)涵,但是它的負面效應(yīng)和影響也不可避免地在發(fā)生作用。經(jīng)濟基礎(chǔ)決定上層建筑,這些由社會主義市場經(jīng)濟衍生出的競爭原則、價值追求和主體意識作用于上層建筑便促成了政治訴求和利益表達的增以及公民意識、平等思想、權(quán)利要求、尊重愿望、自主傾向的增強。市場經(jīng)濟的差等性又不可避免地帶來社會發(fā)展中的矛盾和摩擦,增添社會不和諧的因素。緩解這些矛盾和摩擦,不僅需要大力發(fā)展生產(chǎn)力,更需要加強政治溝通,挖掘利益整合通道,確立社會共識機制。社會主義協(xié)商民主就這樣應(yīng)運而生并在當(dāng)中發(fā)揮著調(diào)和的作用。十八大報告首次系統(tǒng)的論述了協(xié)商民主的概念,并以相當(dāng)?shù)仄鶎ι鐣髁x協(xié)商民主制度進行了闡釋。一種制度要想切實有效的實施必須要有相應(yīng)的制度體系作為其保障,對于協(xié)商民主制度建設(shè)的研究,是協(xié)商民主由理論向?qū)嵺`、由虛化向真實性轉(zhuǎn)化的要求,表明了中國共產(chǎn)黨深化政治體制改革,完善和落實民主制度,切實保障老百姓利益的決心。本文試圖通過對協(xié)商民主制度體系建設(shè)的梳理、研究與創(chuàng)新,找到一條符合中國特色社會主義協(xié)商民主制度建設(shè)的路徑,為完善協(xié)商民主制度,提高協(xié)商民主真實性,確保協(xié)商民主有效實施提供一些理論和實踐上的依據(jù)。本文分五個部分。首先是緒論,介紹論文的目的及意義、國內(nèi)外研究現(xiàn)狀及對本文的主要內(nèi)容、基本思路和研究方法進行概要介紹;第一章,介紹了社會主義協(xié)商民主的內(nèi)涵及其特征,明確了健全社會主義協(xié)商民主制度的必要性和意義。第二章,對健全社會主義協(xié)商民主的程序性制度進行了現(xiàn)狀分析、剖析不足和建立完善三個方面的工作。點明了社會主義協(xié)商民主程序性制度建設(shè)的必要性和意義。提出我國協(xié)商民主在程序性制度建設(shè)方面遇到的問題和原因以及改善的措施。第三章,論述了健全社會主義協(xié)商民主的實體性制度,并通過對國家法律法規(guī)、黨和國家政策規(guī)范以及規(guī)章制度現(xiàn)狀的分析,發(fā)現(xiàn)不足,找到解決途徑。提出完善實體性制度的重大意義以及對于程序性制度起到保障的巨大作用。第四章,探討如何建立健全中央和地方的評價監(jiān)督制度。
[Abstract]:In recent years, from academic topics to government work reports, deliberative democracy has become a hot topic. Its gradual warming is the result of the continuous improvement and development of the socialist market economy. Although socialist market economy has socialist value connotation, its negative effect and influence also inevitably come into play. The economic base determines the superstructure. These competitive principles derived from the socialist market economy, the value pursuit and the subjective consciousness acting on the superstructure have contributed to the increase of political demands and the expression of interests, as well as the idea of citizenship and equality. Claims, respect for wishes, and increased autonomy. The poor quality of market economy inevitably leads to contradictions and frictions in social development, adding factors of social disharmony. To alleviate these contradictions and frictions, it is necessary not only to vigorously develop productive forces, but also to strengthen political communication, tap the channels of interest integration, and establish a social consensus mechanism. Socialist deliberative democracy thus came into being and played a conciliatory role in it. The report of the 18th National Congress systematically discusses the concept of deliberative democracy for the first time, and explains the socialist system of deliberative democracy at a considerable length. If a system is to be effectively implemented, it must have a corresponding system as its guarantee. The research on the construction of a consultative democracy is a requirement for the transformation of consultative democracy from theory to practice, from vanity to authenticity. It shows the determination of the Communist Party of China to deepen the reform of the political system, perfect and implement the democratic system, and ensure the interests of the common people. By combing, researching and innovating the construction of the system of consultative democracy, this paper tries to find a path to the construction of the democratic system of consultation with Chinese characteristics, in order to perfect the democratic system of consultation and enhance the authenticity of the democratic system of consultation. Ensuring the effective implementation of deliberative democracy provides some theoretical and practical basis. This paper is divided into five parts. First is the introduction, introduces the purpose and significance of the paper, domestic and foreign research status and the main content of this paper, basic ideas and research methods for a brief introduction; The first chapter introduces the connotation and characteristics of socialist deliberative democracy, and clarifies the necessity and significance of perfecting socialist consultative democracy. In the second chapter, the author analyzes the current situation of the procedural system of socialist consultation and democracy, and analyzes the deficiency and the establishment of three aspects of work. It points out the necessity and significance of the construction of the procedural system of socialist consultative democracy. This paper puts forward the problems and causes of the procedural system construction in China's deliberative democracy and the measures to improve them. The third chapter discusses the improvement of socialist consultation and democracy of the entity system, and through the analysis of national laws and regulations, party and state policy norms and rules and regulations, found deficiencies and found a way to solve the problem. This paper puts forward the great significance of perfecting the substantive system and its great role in safeguarding the procedural system. The fourth chapter discusses how to establish and improve the central and local evaluation supervision system.
