【摘要】：近年來,中國政府倡導(dǎo)社會(huì)管理創(chuàng)新,大量轉(zhuǎn)移政府職能,積極推進(jìn)政府購買,鼓勵(lì)社會(huì)組織參與社區(qū)治理,引導(dǎo)社區(qū)居民自治,但城市社區(qū)治理仍面臨重重困境:社區(qū)關(guān)系網(wǎng)絡(luò)松散、公共空間萎縮、公共精神匱乏、社區(qū)參與率低,其實(shí)質(zhì)是社區(qū)公共性缺失所導(dǎo)致的共同體困境。通過個(gè)案研究發(fā)現(xiàn):社工組織入駐社區(qū),增加社區(qū)橫向互動(dòng),搭建公共空間"居民協(xié)商會(huì)";居民通過互動(dòng)交往,重構(gòu)關(guān)系網(wǎng)絡(luò);居民圍繞公共議題進(jìn)行商議,在兼顧公共利益和私人利益的基礎(chǔ)上達(dá)成共識(shí)規(guī)范,產(chǎn)生價(jià)值認(rèn)同和公共精神。這個(gè)過程實(shí)現(xiàn)了公共性的再生產(chǎn),是消解社區(qū)共同體困境的有效策略。
[Abstract]:In recent years, the Chinese government has advocated innovation in social management, transferred government functions in a large number, actively promoted government purchases, encouraged social organizations to participate in community governance, and guided community residents to autonomy. However, urban community governance still faces many difficulties: loose community relationship network, shrinking public space, lack of public spirit, low community participation rate, and its essence is the community dilemma caused by the lack of community publicity. Through the case study, it is found that: social workers organize into the community, increase the horizontal interaction of the community, set up the public space "residents consultation", residents through interactive communication, reconstruct the relationship network; Residents negotiate around public issues and reach consensus norms on the basis of taking into account public and private interests and produce value identity and public spirit. This process realizes the reproduction of publicity and is an effective strategy to resolve the predicament of community.
