【摘要】：防范社會(huì)風(fēng)險(xiǎn)、共享發(fā)展成果,是社會(huì)保護(hù)體系的重要功能。中國(guó)在過(guò)去30多年的快速發(fā)展中雖然取得巨大成就,也伴生了不少社會(huì)風(fēng)險(xiǎn),社會(huì)保護(hù)體系建設(shè)成為應(yīng)對(duì)風(fēng)險(xiǎn)的重要舉措。社會(huì)保護(hù)體系建構(gòu)不是一步到位的,而是隨著治理理念、社會(huì)經(jīng)濟(jì)文化水平以及其他因素而進(jìn)行的。文章從中國(guó)當(dāng)代面臨的社會(huì)風(fēng)險(xiǎn)切入,分析中國(guó)社會(huì)保護(hù)體系的變遷軌跡,從法律效力、保障程度以及可持續(xù)性三個(gè)層面深入地解剖了構(gòu)成社會(huì)保護(hù)體系的主要社會(huì)政策,并從與日韓社會(huì)保護(hù)體系的比較中去認(rèn)識(shí)中國(guó)社會(huì)保護(hù)體系的狀況以及未來(lái)的發(fā)展方向。從總體上看,中國(guó)已經(jīng)構(gòu)筑了相當(dāng)完整的社會(huì)保護(hù)體系,但是存在著統(tǒng)籌不夠、保護(hù)能力弱和保護(hù)水平低以及可持續(xù)性差等問(wèn)題,依然不適應(yīng)共享發(fā)展的要求。
[Abstract]:Preventing social risks and sharing development achievements are the important functions of social protection system. Although China has made great achievements in the rapid development of the past 30 years, it has also accompanied many social risks. The construction of social protection system has become an important measure to deal with risks. The construction of social protection system is not in one step, but with the concept of governance, social economic and cultural level and other factors. From the perspective of contemporary social risks in China, this paper analyzes the vicissitude of China's social protection system, and dissects deeply the main social policies that constitute the social protection system from the aspects of legal effectiveness, degree of security and sustainability. And from the comparison with the social protection system of Japan and Korea, we can understand the situation and the future development direction of China's social protection system. On the whole, China has built a fairly complete social protection system, but there are still some problems, such as insufficient overall planning, weak protection capacity, low protection level and poor sustainability, which still can not meet the requirements of shared development.
