成都市安康年養(yǎng)老服務(wù)中心養(yǎng)老模式研究

【摘要】：隨著銀發(fā)時(shí)代的到來,養(yǎng)老話題風(fēng)靡全國,城市養(yǎng)老備受社會(huì)關(guān)注。在老齡化背景下,四川省成都市的老齡化問題尤其嚴(yán)重,且成都市的老齡化程度有不斷加劇的趨勢。老齡化危機(jī)帶來了成都養(yǎng)老行業(yè)的高速發(fā)展,這是機(jī)遇也是挑戰(zhàn)。中國養(yǎng)老行業(yè)發(fā)展時(shí)間短,目前還沒有找到經(jīng)過長期的實(shí)踐檢驗(yàn)?zāi)軌蛲昝澜鉀Q老齡化問題的養(yǎng)老模式,由于基本國情、文化背景、經(jīng)濟(jì)基礎(chǔ)、時(shí)代發(fā)展的差異,國外成熟的養(yǎng)老模式在中國并不適用,因此,需要政府、社會(huì)、企業(yè)、個(gè)人多方力量的加入,共同去探索適合中國國情的養(yǎng)老模式。如何養(yǎng)老,是每個(gè)人都關(guān)心的重要問題,找到經(jīng)濟(jì)、適用、有效的養(yǎng)老模式是應(yīng)對銀發(fā)危機(jī)的根本出路。近幾年,成都市養(yǎng)老市場涌現(xiàn)出許多不同的城市養(yǎng)老模式,如居家養(yǎng)老,社區(qū)養(yǎng)老,機(jī)構(gòu)養(yǎng)老,以房養(yǎng)老、保險(xiǎn)養(yǎng)老、異地養(yǎng)老等。我國對城市養(yǎng)老模式進(jìn)行了改革與創(chuàng)新,并且獲得了十分顯著的成效,但仍然面臨如何對現(xiàn)有的城市養(yǎng)老模式進(jìn)行評價(jià),如何健康生存,如何長遠(yuǎn)發(fā)展等問題。是否存在一種養(yǎng)老模式,不僅經(jīng)濟(jì)有效,而且多方共贏,產(chǎn)生經(jīng)濟(jì)和社會(huì)的雙重效益。養(yǎng)老模式的選擇也會(huì)對城市發(fā)展方向產(chǎn)生巨大影響,因此養(yǎng)老模式的研究是一個(gè)值得探討重要課題。本文以成都市安康年養(yǎng)老服務(wù)中心為具體案例,以其養(yǎng)老模式為研究對象。安康年養(yǎng)老服務(wù)中心養(yǎng)老模式是日間照料中心模式與小型機(jī)構(gòu)養(yǎng)老模式的結(jié)合,并對其養(yǎng)老模式進(jìn)行分析,得出安康年養(yǎng)老服務(wù)中心養(yǎng)老模式的理論構(gòu)想和解釋,是一種公私合營、公益與商業(yè)合璧、“三合一”(家庭養(yǎng)老、社區(qū)養(yǎng)老和機(jī)構(gòu)養(yǎng)老)的新型養(yǎng)老模式。結(jié)合安康年養(yǎng)老服務(wù)中心的實(shí)際運(yùn)營情況和成都市老年人的養(yǎng)老需求,對其養(yǎng)老模式的優(yōu)勢及存在的問題進(jìn)行分析,提出完善此模式的對策及建議。并基于上面的研究,對安康年養(yǎng)老模式的發(fā)展方向提出設(shè)想。
[Abstract]:With the arrival of the silver hair era, the topic of old-age support is popular all over the country. Under the background of aging, the aging problem of Chengdu in Sichuan Province is especially serious, and the aging degree of Chengdu has an increasing trend. Aging crisis brought Chengdu pension industry high-speed development, this is an opportunity and a challenge. China's pension industry has a short time to develop, and has not yet found a pension model that can solve the aging problem perfectly after a long period of practical testing. Due to the differences in the basic national conditions, cultural background, economic basis, and the development of the times, Foreign mature pension model is not applicable in China, therefore, it needs the government, society, enterprises and individuals to join in to explore the pension model suitable for China's national conditions. How to provide for the aged is an important issue that everyone cares about. Finding an economic, applicable and effective old-age model is the basic way out to deal with the crisis of silver hair. In recent years, there are many different urban pension models in Chengdu pension market, such as home, community, institutional, housing, insurance, and so on. Our country has carried on the reform and the innovation to the urban old-age model, and has obtained the very remarkable result, but still faces how to carry on the appraisal to the existing urban old-age model, how to survive healthily, how to develop in the long run, etc. Whether there is a pension model, not only economic efficiency, but also win-win, economic and social benefits. The choice of pension model will also have a great impact on the direction of urban development, so the study of pension model is an important topic worth to explore. This paper takes the Ankang annual pension service center of Chengdu as a specific case, taking its pension model as the research object. The old-age model of Ankang annual old-age service center is the combination of day care center model and small-sized institution old-age care model, and the theoretical conception and explanation of the old-age care model of Ankang annual old-age service center are obtained by analyzing its old-age model. It is a public-private joint venture, public welfare and commercial combination, "three in one" (family, community and institutional old-age care) new pension model. Combined with the actual operation of Ankang annual old-age service center and the needs of the elderly in Chengdu, this paper analyzes the advantages and problems of the old-age care model, and puts forward some countermeasures and suggestions to perfect this model. And based on the above research, the development direction of Ankang pension model is proposed.
