【摘要】：在中國現(xiàn)有利益表達(dá)系統(tǒng)中,無論是制度化、準(zhǔn)制度化還是非制度化渠道,都還存在表達(dá)信息"失真"、表達(dá)路徑"失效"、表達(dá)成本"失常"、表達(dá)行為"失范"等缺陷,其權(quán)威性、有效性和獨立性受到了極大損害。除了繼續(xù)整合人大代表、政協(xié)委員、信訪部門、政府督察室等渠道外,還可深挖法制化、法定化、信息化、私營化、制度化等渠道來實現(xiàn)公民個性化利益訴求的有效、有力、有度表達(dá),這對全面推動和諧社會建設(shè)、完善公民利益表達(dá)機制、實現(xiàn)公民利益?zhèn)�性化表達(dá)具有重要的現(xiàn)實意義。
[Abstract]:In the present system of interest expression in China, there are still some defects, such as "distortion" of expression information, "invalidation" of expression path, "aberration" of expression cost and "abnormal behavior", whether through institutionalized, quasi-institutionalized or non-institutionalized channels. Its authority, effectiveness and independence have been greatly undermined. In addition to continuing to integrate channels such as NPC deputies, CPPCC members, petition departments, and government inspectors' offices, we can also dig deep into channels such as legalization, informatization, privatization, and institutionalization to realize the effectiveness and strength of citizens' individual interests. It is of great practical significance to promote the construction of harmonious society, perfect the mechanism of citizen's interest expression and realize the individualized expression of citizen's interest.
