【摘要】：城市社區(qū)居民直接參與社區(qū)自治是政府實(shí)現(xiàn)對(duì)社會(huì)有效治理的必要手段，也是公民參與國(guó)家事務(wù)和社會(huì)公共事務(wù)的體現(xiàn)。城市社區(qū)治理是中國(guó)政府的重要議題，我國(guó)基層民主政治著重強(qiáng)調(diào)的部分就是城市社區(qū)自治，要了解目前社區(qū)治理的現(xiàn)狀、存在的問題就必須探討、了解我國(guó)居民對(duì)城市社區(qū)自治的認(rèn)知、態(tài)度，找出影響因素，從而為黨和政府制定相關(guān)制度、做出決策提供依據(jù)。對(duì)中國(guó)城市社區(qū)居民自治行為的研究，不僅是對(duì)理論上的完善有所幫助，更重要的是為政策制定提供依據(jù)。 本文運(yùn)用文獻(xiàn)法、問卷調(diào)查法、訪談?wù){(diào)查法、案例法等方法開展研究。第一部分是緒論，提出研究問題、選題的意義、研究方法、自治理論。第二部分是概念界定和研究的理論基礎(chǔ)，對(duì)社區(qū)、居民自治等基本概念進(jìn)行分析，闡述了居民社區(qū)自治的基本理論。第三部分分析了中國(guó)城市社區(qū)的概況、發(fā)展歷史、治理結(jié)構(gòu)，深入分析了中國(guó)城市社區(qū)發(fā)展中出現(xiàn)的問題和原因。第四部分通過問卷調(diào)查、訪談?wù){(diào)查、案例分析對(duì)城市居民參與社區(qū)自治的行為進(jìn)行研究。首先，采用問卷調(diào)查法，，分析居民參與社區(qū)自治的特點(diǎn)及影響因素；其次，采用訪談?wù){(diào)查法對(duì)居民參與社區(qū)自治進(jìn)行深入的調(diào)查分析；最后，采用案例分析法，以沿海S市和內(nèi)陸某四線城市進(jìn)行比較分析，探討我國(guó)城市居民社區(qū)自治的差異。第五部分提出改進(jìn)我國(guó)城市居民參與社區(qū)自治的對(duì)策，包括五個(gè)方面：加強(qiáng)和創(chuàng)新社會(huì)管理工作方法；注重社區(qū)治理體制創(chuàng)新，提高社區(qū)服務(wù)水平，共治共建，精細(xì)化管理。第六部分是結(jié)語(yǔ)，對(duì)我國(guó)城市居民參與社區(qū)自治的狀況進(jìn)行總結(jié)，分析本研究的不足之處，并提出未來研究的方向。
[Abstract]:The direct participation of urban community residents in community autonomy is the necessary means for the government to achieve effective governance of society, and also the embodiment of citizen participation in state affairs and social public affairs. Urban community governance is an important topic for the Chinese government. The key part of grass-roots democratic politics in China is urban community autonomy. In order to understand the current situation of community governance, the existing problems must be explored. To understand the cognition and attitude of Chinese residents towards urban community autonomy and find out the influencing factors, so as to provide the basis for the Party and government to formulate relevant systems and make decisions. The study on the autonomy of urban residents in China is not only helpful to improve the theory, but also to provide the basis for policy making. This paper uses literature, questionnaire, interview, case law and other methods to carry out research. The first part is the introduction, put forward the research questions, the significance of the topic, research methods, autonomy theory. The second part is the theoretical basis of concept definition and research. It analyzes the basic concepts of community and resident autonomy, and expounds the basic theory of community autonomy. The third part analyzes the general situation of Chinese urban community, development history, governance structure, in-depth analysis of the problems and causes in the development of Chinese urban community. The fourth part studies the behavior of urban residents participating in community autonomy through questionnaire, interview and case study. Firstly, the characteristics and influencing factors of residents' participation in community autonomy are analyzed by means of questionnaire survey; secondly, the in-depth investigation and analysis of residents' participation in community autonomy are carried out by using the method of interview investigation. In the end, the difference of community autonomy of urban residents in our country is discussed by using the case analysis method and the comparative analysis between the coastal S city and a four-line inland city. The fifth part puts forward the countermeasures to improve the participation of urban residents in community autonomy, including five aspects: strengthening and innovating the working methods of social management, paying attention to the innovation of community governance system, improving the level of community service, co-management and fine management. The sixth part is the conclusion, summarizes the situation of urban residents' participation in community autonomy, analyzes the shortcomings of this study, and puts forward the direction of future research.
