【摘要】：近年來(lái),隨著地方政府的投融資需求增加,而地方政府的財(cái)力緊張,資金投入有限,因此,造成了資金“需求”和“供給”兩者之間的矛盾越顯突出。在這種情況下,為了解決資金短缺等問(wèn)題,各個(gè)地方政府相繼成立了一系列以承擔(dān)地方城市基礎(chǔ)設(shè)施任務(wù)的投融資公司。這些投融資公司迅速發(fā)展,成為了當(dāng)?shù)卣闹饕谫Y平臺(tái)。投融資公司作為地方政府的代表,替地方政府行使出資人的職能,負(fù)責(zé)城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)工作。隨著投融資公司通過(guò)融資舉債投向地方政府城市建設(shè)項(xiàng)目資金的逐年增加,地方政府的城市載體功能和城市面貌發(fā)生了巨大變化,當(dāng)?shù)馗黜?xiàng)經(jīng)濟(jì)與事業(yè)發(fā)展也取得了較快的提升。事實(shí)證明,在各項(xiàng)事業(yè)的資金投入上,單靠地方政府的財(cái)政投入顯然難以為繼,而通過(guò)投融資公司融資來(lái)實(shí)施基礎(chǔ)設(shè)施投入,對(duì)城市發(fā)展更為有效。然而,隨著國(guó)家實(shí)行宏觀經(jīng)濟(jì)調(diào)控,信貸資金、土地出讓、項(xiàng)目審批等日趨從緊,籌措城建基礎(chǔ)設(shè)施建設(shè)資金難度增大,以及到期歸還債務(wù)的壓力加大,導(dǎo)致了投融資公司的各項(xiàng)問(wèn)題突顯。本文通過(guò)分析Y縣地方政府投融資平臺(tái)的產(chǎn)生、發(fā)展與面臨問(wèn)題,并對(duì)其進(jìn)行了闡述。通過(guò)對(duì)湖南省Y縣政府投融資平臺(tái)現(xiàn)狀分析,以及結(jié)合地方政府實(shí)際運(yùn)營(yíng)情況,提出了完善地方政府投融資平臺(tái)的優(yōu)化策略,進(jìn)而探索更規(guī)范、更科學(xué)、更合理的運(yùn)營(yíng)模式。從而對(duì)構(gòu)建債務(wù)風(fēng)險(xiǎn)體制,防范和化解政府債務(wù),降低財(cái)政債務(wù)風(fēng)險(xiǎn),以及推進(jìn)地方政府投融資體制改革和公共財(cái)政的發(fā)展提供一定的科學(xué)參考。
[Abstract]:In recent years, with the increasing demand for investment and financing of local governments, the financial resources of local governments are tight and the capital investment is limited. Therefore, the contradiction between "demand" and "supply" of funds is becoming more and more prominent. In this case, in order to solve the shortage of funds, local governments have set up a series of investment and financing companies to undertake the task of local urban infrastructure. These investment and financing companies developed rapidly and became the main financing platform of the local government. As the representative of the local government, the investment and financing company acts as the funder for the local government and is responsible for the construction of urban infrastructure projects. With the increasing of the investment and financing companies' loans to the local governments for urban construction projects, the urban carrier function and the urban appearance of the local governments have undergone tremendous changes. Local economic and career development has also made rapid progress. Facts have proved that it is obviously difficult to keep on relying on the financial input of local government in the investment of various undertakings, but it is more effective for the city development to implement the infrastructure investment through the financing of investment and financing companies. However, as the state implements macroeconomic regulation and control, credit funds, land transfers, project approval, and so on, it is becoming increasingly difficult to raise funds for urban construction and infrastructure construction, and the pressure to pay off debts due is increasing. Led to the investment and financing companies of the problems highlighted. This paper analyzes the emergence, development and problems of Y county local government investment and financing platform, and expounds it. By analyzing the present situation of investment and financing platform of Y county government in Hunan province and combining with the actual operation situation of local government, this paper puts forward the optimization strategy to perfect the investment and financing platform of local government, and then explores a more standardized, scientific and reasonable operation mode. Therefore, it provides a scientific reference for the construction of debt risk system, the prevention and resolution of government debt, the reduction of fiscal debt risk, and the promotion of the reform of local government investment and financing system and the development of public finance.
