【摘要】：香港問(wèn)題的出現(xiàn)以及選舉機(jī)制的引入為香港政黨的產(chǎn)生提供了歷史契機(jī)和制度條件。香港政黨自產(chǎn)生以來(lái)積極參與97前后的各種選舉,事實(shí)證明政黨已經(jīng)成為香港政治舞臺(tái)上一股不可忽視的政治力量。鑒于香港的憲制地位和實(shí)際情況,基本法中的制度設(shè)計(jì)不僅確立了香港政治發(fā)展的普選民主目標(biāo)而且巧妙回避了政黨政治問(wèn)題。回歸后政治形勢(shì)的變化使得立法會(huì)建制派政黨議員成為特區(qū)政府施政的主要議會(huì)支持力量。但由于行政長(zhǎng)官的無(wú)黨派身份以及政府管治體系對(duì)政黨的排斥使得立法會(huì)建制派政黨對(duì)政府的支持不具有穩(wěn)定性。再加上特區(qū)政府管治人才的不足、施政經(jīng)驗(yàn)的缺乏以及逐步惡化的政治生態(tài)使得政府的管治日益困難,行政主導(dǎo)嚴(yán)重削弱。政治委任制度的進(jìn)一步發(fā)展以及特區(qū)政府對(duì)政黨人士的職務(wù)任命使香港政黨政治的發(fā)展空間進(jìn)一步擴(kuò)大。政黨人士加入政府參與管治不僅使特區(qū)政府具備了一定程度的“政黨性”而且利于政府獲得漸趨穩(wěn)定的議會(huì)支持進(jìn)而利于提升施政效率。事實(shí)證明自第三屆政府以來(lái),獲政府職務(wù)任命的政黨在立法會(huì)對(duì)政府的支持較委任前有所增加,但這些支持還不具有足夠的穩(wěn)定性,還無(wú)法有力地推動(dòng)政府提高施政效率。因此,在未來(lái)的管治實(shí)踐中特區(qū)政府不僅要繼續(xù)擴(kuò)大對(duì)政黨人士的職務(wù)任命,而且要改變目前主要委任民建聯(lián)、自由黨等少數(shù)建制派政黨人士的格局,要適當(dāng)增加對(duì)其他建制派政黨(如工聯(lián)會(huì)、新民黨)人士的政治委任以增強(qiáng)議會(huì)支持力量和管治基礎(chǔ)進(jìn)而使議會(huì)的支持形成足夠的穩(wěn)定性以利于政府施政效率的進(jìn)一步提升;同時(shí),由于政治委任制度本身尚有缺陷且招致了諸多批評(píng),因此進(jìn)一步完善制度細(xì)節(jié)以使其優(yōu)勢(shì)得以充分發(fā)揮顯得尤為必要。
[Abstract]:The emergence of the Hong Kong issue and the introduction of the electoral mechanism provide historical opportunities and institutional conditions for the emergence of political parties in Hong Kong. Hong Kong's political parties have actively participated in various elections before and after 1997, and facts have proved that political parties have become a political force that cannot be ignored in Hong Kong's political arena. In view of the constitutional status and actual situation of Hong Kong, the system design in the basic Law not only establishes the democratic goal of universal suffrage in the political development of Hong Kong, but also cleverly avoids the question of party politics. The changes in the political situation after the reunification made political party members of the Legislative Council the main parliamentary support force in the administration of the SAR Government. However, due to the non-partisan status of the Chief Executive and the rejection of political parties by the governing system of the Government, the support for the government by the ruling parties of the Legislative Council is not stable. Coupled with the shortage of governance personnel in the SAR Government, the lack of experience in governance and the deteriorating political environment have made it increasingly difficult for the Government to govern and the executive-led government has been severely weakened. The further development of the political appointment system and the appointment of political party personnel by the SAR Government further expand the scope for the development of political party politics in Hong Kong. The participation of political party members in government participation not only enables the SAR Government to have a certain degree of "party character", but also helps the government to gain the support of a more stable legislature and thus to enhance the efficiency of its administration. It has proved that since the third term of government, the political parties appointed by the government have increased their support for the government in the Legislative Council than before the appointment, but these support is not stable enough to push the government to improve the efficiency of its administration. Therefore, in the future practice of governance, the SAR Government should not only continue to expand the appointment of political party personnel, but also change the existing pattern of appointing a small number of political party members, such as the Democratic Alliance for Betterment of Hong Kong (DAB) and the Liberal Party, etc. Political appointments to other political parties (such as the Hong Kong Federation of Trade unions (FTU) and the New Democracy Party) should be appropriately increased in order to enhance the support of the Council and the foundation of its governance so as to provide sufficient stability for the support of the Council so as to further enhance the efficiency of the Government's administration; At the same time, due to the defects of the political appointment system itself and a lot of criticism, it is necessary to further improve the system details so as to give full play to its advantages.
