【摘要】：社區(qū)是城市生活的基本單元,是城市社會(huì)的細(xì)胞。隨著現(xiàn)代化和城市化的不斷發(fā)展,社區(qū)在城市社區(qū)治理和服務(wù)中扮演著越來越關(guān)鍵的角色。社區(qū)的角色不僅是人們居住生活的場所,還是社區(qū)治理的重要平臺(tái),更是承載社會(huì)變遷的主要載體。在當(dāng)下城市發(fā)展中,社區(qū)已經(jīng)成為各類利益群體的聚集點(diǎn)、資源關(guān)系的匯集處、社會(huì)組織的發(fā)源地。改革開放以來,我國市場經(jīng)濟(jì)的發(fā)展和城市化進(jìn)程的不斷向前推進(jìn),城市社會(huì)和社區(qū)之間的治理格局也發(fā)生了變遷。一方面,簡政放權(quán)的行政體制改革和從全能型政府向有限型政府轉(zhuǎn)換是當(dāng)前政府面臨主要改革任務(wù),同時(shí)政府還要遵循社會(huì)運(yùn)行規(guī)律,承擔(dān)必要的公共事務(wù);另一方面,隨著社會(huì)利益群體的多元化和社會(huì)結(jié)構(gòu)的優(yōu)化,人們民主參與社區(qū)治理的意愿逐漸強(qiáng)化。最近幾年來,因?yàn)樯鐣?huì)矛盾而引發(fā)的社會(huì)群體性事件的數(shù)量趨向于遞增的趨勢。而從本質(zhì)上說,社會(huì)發(fā)展最主要的目標(biāo)就是滿足社會(huì)成員的需求,應(yīng)該以為人民服務(wù)為核心,以便民利民為發(fā)展動(dòng)力。理清政府和社會(huì)關(guān)系,倡導(dǎo)多元主體參與,優(yōu)化公共服務(wù),完善基礎(chǔ)設(shè)施,是未來城市社區(qū)治理的發(fā)展方向。社區(qū)的新發(fā)展,呼喚一種社區(qū)治理新型模式。共治理念的興起,是為了適應(yīng)社會(huì)政治經(jīng)濟(jì)的變化,在理論和實(shí)踐上作出回應(yīng),彌補(bǔ)政府和市場在社會(huì)管理中的"政府失靈"和"市場失靈"現(xiàn)象,力圖構(gòu)建一個(gè)政府、社區(qū)自治組織、社區(qū)公民三者之間進(jìn)行的多維互動(dòng)共治的社區(qū)治理模式。本文以蕪湖城市社區(qū)為研究對象,關(guān)注蕪湖社區(qū)治理的當(dāng)前情況,歸納梳理了蕪湖城市社區(qū)建設(shè)當(dāng)前在一些方面已經(jīng)積累出來的"蕪湖經(jīng)驗(yàn)",對蕪湖城市社區(qū)建設(shè)在另一些方面存在的問題進(jìn)行梳理,通過共治視閾有針對性地提出了諸如凸顯出基層政府服務(wù)功能、激發(fā)社區(qū)多元主體參與等與時(shí)俱進(jìn)、可操作性對策,尋求契合蕪湖社會(huì)經(jīng)濟(jì)發(fā)展規(guī)律與地方傳統(tǒng)特色的社區(qū)治理路徑,促進(jìn)蕪湖城市社區(qū)共治的發(fā)展,也為國內(nèi)中小城市社區(qū)共治提供實(shí)踐視野。
[Abstract]:Community is the basic unit of urban life and the cell of urban society. With the development of modernization and urbanization, community plays a more and more important role in urban community governance and service. The role of community is not only the place where people live, but also the important platform of community governance, and the main carrier of social change. In the present urban development, the community has become the gathering point of all kinds of interest groups, the gathering place of resource relationship and the birthplace of social organization. Since the reform and opening up, the development of the market economy and the process of urbanization in our country have moved forward, and the governance pattern between the urban society and the community has also changed. On the one hand, the reform of administrative system and the transformation from omnipotent government to limited government are the main tasks facing the government at present, while the government must abide by the rules of social operation and undertake the necessary public affairs; on the other hand, With the diversification of social interest groups and the optimization of social structure, people's willingness to participate in community governance is gradually strengthened. In recent years, the number of social group events caused by social contradictions tends to increase. In essence, the main goal of social development is to meet the needs of social members, should serve for the people as the core, to facilitate the people for the development of power. To clarify the relationship between government and society, to advocate the participation of multiple subjects, to optimize public services and to perfect infrastructure are the development directions of urban community governance in the future. The new development of community calls for a new mode of community governance. The rise of the idea of co-governance is to adapt to the changes of social political economy, to respond in theory and practice, to make up for the phenomena of "government failure" and "market failure" in social management between the government and the market, and to try to construct a government. Community governance model of multi-dimensional interaction and co-governance between community autonomous organizations and community citizens. This article takes Wuhu urban community as the research object, pays close attention to the current situation of Wuhu community governance, This paper sums up and combs the "Wuhu experience" that has been accumulated in some aspects of Wuhu urban community construction at present, and combs the problems existing in other aspects of Wuhu urban community construction. From the perspective of co-management, the paper puts forward some operable countermeasures, such as highlighting the function of grass-roots government service, stimulating the participation of multiple subjects in the community, and so on. In order to promote the development of community co-governance in Wuhu city and to provide a practical view for community co-governance in small and medium-sized cities in China, the paper seeks a way of community governance that accords with the law of social and economic development of Wuhu and local traditional characteristics.
