宜賓市推進(jìn)協(xié)商民主制度化的案例研究

【摘要】:協(xié)商民主實(shí)踐是我國的首創(chuàng),其歷史可以追溯到19世紀(jì)30年代中共抗戰(zhàn)時(shí)期的“三三制”政權(quán),最為著名的是在1949年9月召開的第一屆中國人民政治協(xié)商會(huì)議上,中國共產(chǎn)黨和各民主黨派、各界人士通過協(xié)商建立了中華人民共和國。建國后,政治協(xié)商在我國的政治和社會(huì)生活中發(fā)揮著比較重要的作用,但一直以來不是很受重視,且對(duì)協(xié)商民主理論的研究較少,尤其是協(xié)商過程的隨意性較大,難以在社會(huì)生活中發(fā)揮更重要的作用。對(duì)協(xié)商民主理論的研究自20世紀(jì)80年代西方開始并傳入中國后,就成為近些年政治和公共管理方面研究的熱門話題。協(xié)商民主理論因其較傳統(tǒng)的選舉民主理論的多元化的適應(yīng)性、對(duì)話性以及善治性成為選舉民主的有力補(bǔ)充,成為社會(huì)主義政治文明建設(shè)的重要組成部分。協(xié)商民主在非暴力強(qiáng)制、不欺騙民眾、統(tǒng)籌和協(xié)調(diào)各方利益、吸收和借鑒各方優(yōu)勢(shì)方面有著得天獨(dú)厚的優(yōu)勢(shì),可以最大限度地維護(hù)人民的利益,促進(jìn)社會(huì)的公平正義,有效解決了當(dāng)代社會(huì)面臨的多元文化困境。當(dāng)前我國進(jìn)入改革的深水期,社會(huì)結(jié)構(gòu)在變化,經(jīng)濟(jì)體制在變革,利益格局在調(diào)整,人民的思想觀念發(fā)生變化。推進(jìn)協(xié)商民主制度化建設(shè),對(duì)傳統(tǒng)的協(xié)商方式改革創(chuàng)新,推進(jìn)協(xié)商民主程序化應(yīng)該是協(xié)商民主理論在程序領(lǐng)域的產(chǎn)物,可促進(jìn)政黨和社會(huì)的和諧,推動(dòng)社會(huì)主義政治文明建設(shè)。本文共分為四個(gè)部分:第一部分緒論,具體論述選題的依據(jù)及研究意義、國內(nèi)外研究現(xiàn)狀、研究的理論基礎(chǔ)、研究思路和方法。通過對(duì)選題背景和研究意義的分析和對(duì)國內(nèi)外相關(guān)重要研究成果回顧,明確本文的研究方法、主體思路和主要內(nèi)容,進(jìn)一步闡述協(xié)商民主的相關(guān)概念及協(xié)商民主制度化發(fā)展的意義。第二部分分析協(xié)商民主的發(fā)展和宜賓市協(xié)商民主制度化的案例情況;仡櫫丝谷諔(zhàn)爭時(shí)期的協(xié)商政權(quán)、協(xié)商建國、建國后協(xié)商民主的發(fā)展和新時(shí)期協(xié)商民主的發(fā)展。并列舉了上海市、廣東省、浙江溫嶺等地不同的協(xié)商民主發(fā)展情況,分析闡述了我國各地在推進(jìn)協(xié)商民主制度化發(fā)展中的薄弱環(huán)節(jié)。對(duì)宜賓市推進(jìn)協(xié)商民主制度化的發(fā)展歷程、先進(jìn)性和典型性進(jìn)行了分析。第三部分為本文的3、4、5章,是本文的核心部分。對(duì)宜賓市推進(jìn)協(xié)商民主制度化的協(xié)商民主意識(shí)、推進(jìn)協(xié)商民主的程序制度化和協(xié)商成果反饋運(yùn)用等三個(gè)方面進(jìn)行了分析。通過分析宜賓三個(gè)方面的發(fā)展情況、存在的問題,針對(duì)問題提出相應(yīng)的建議和解決辦法。第四部分為本文的結(jié)論。得出協(xié)商民主制度化發(fā)展順應(yīng)歷史潮流,符合國家和人民的利益,要加大宣傳,讓人民充分利用協(xié)商平臺(tái),推進(jìn)制度化發(fā)展,不斷完善協(xié)商平臺(tái),同時(shí)加強(qiáng)對(duì)協(xié)商成果的反饋和運(yùn)用。
[Abstract]:The practice of deliberative democracy is the first in our country. Its history can be traced back to the "three systems" regime during the Anti-Japanese War of the Communist Party of China in the 1930s. The most famous one was at the first Chinese people's political Consultative Conference held in September 1949. The Communist Party of China and all democratic parties and people from all walks of life established the people's Republic of China through consultation. Since the founding of the people's Republic of China, political consultation has played an important role in the political and social life of our country, but it has not been paid much attention to, and there has been less research on the theory of consultative democracy, especially the arbitrariness of the consultation process. It is difficult to play a more important role in social life. The research on the theory of deliberative democracy has been a hot topic in politics and public administration in recent years since the beginning of the western countries in the 1980s and its introduction to China. The theory of deliberative democracy has become a powerful supplement to electoral democracy and an important part of the construction of socialist political civilization because of its adaptability to the pluralism of traditional electoral democracy, dialogue and good governance. Consultation democracy has a unique advantage in non-violent coercion, not deceiving the people, coordinating and coordinating the interests of all parties, absorbing and drawing on the advantages of all sides, and can maximize the protection of the interests of the people and promote fairness and justice in society. It has effectively solved the multi-cultural dilemma faced by contemporary society. At present, our country has entered the deep-water period of reform, the social structure is changing, the economic system is changing, the pattern of interests is adjusting, and the people's ideology is changing. To promote the institutionalization of consultation democracy, to reform and innovate the traditional consultation mode, and to promote the procedure of consultation democracy should be the product of the theory of consultation democracy in the field of procedure, which can promote the harmony between political parties and society and promote the construction of socialist political civilization. This paper is divided into four parts: the first part of the introduction, the specific discussion of the basis and significance of the topic, domestic and foreign research status, the theoretical basis of research, research ideas and methods. Through the analysis of the background and significance of the selected topic and the review of the important research results at home and abroad, the research methods, main ideas and main contents of this paper are clarified. The related concepts of deliberative democracy and the significance of institutional development of deliberative democracy are further expounded. The second part analyzes the development of deliberative democracy and the case of the institutionalization of deliberative democracy in Yibin City. This paper reviews the consultative regime during the War of Resistance against Japan, the development of the consultative democracy after the founding of the people's Republic of China and the development of the consultative democracy in the new era. This paper also lists the different situations of deliberative democracy in Shanghai, Guangdong and Wenling, Zhejiang, and analyzes the weak links in promoting the institutionalization of deliberative democracy in all parts of China. This paper analyzes the development course, advanced nature and typicality of promoting the institutionalization of consultative democracy in Yibin City. The third part is the core part of this paper. This paper analyzes the democratic consciousness of consultation, the institutionalization of procedure and the feedback of negotiation results in Yibin City. Through the analysis of the development of three aspects of Yibin, the existing problems, the corresponding suggestions and solutions to the problems are put forward. The fourth part is the conclusion of this paper. It is concluded that the development of consultative democracy and institutionalization conforms to the trend of history and conforms to the interests of the state and the people. It is necessary to increase propaganda, let the people make full use of the consultation platform, promote the development of the system, and constantly improve the consultation platform. At the same time, strengthen the feedback and use of the outcome of the consultation.
