民國時期衡山縣“縣政改革”舉措研究

【摘要】：根據(jù)中華平民教育促進(jìn)會的鄉(xiāng)村建設(shè)模式,衡山實(shí)驗(yàn)縣推出了一系列“縣政改革”措施,改革舉措涉及諸如縣政機(jī)構(gòu)改革、基層政權(quán)建設(shè)、地方自治機(jī)構(gòu)設(shè)置、財(cái)政改革、基礎(chǔ)設(shè)施建設(shè)、教育改革、建立農(nóng)村示范區(qū)、加強(qiáng)國防自衛(wèi)工作等八個方面,構(gòu)建了完整的鄉(xiāng)村建設(shè)和縣級政權(quán)改造模式,不僅為近代中國鄉(xiāng)村建設(shè)提供了范本,而且為當(dāng)前的農(nóng)村治理提供了實(shí)踐經(jīng)驗(yàn)。因此,在整理大量歷史文獻(xiàn)的基礎(chǔ)上,詳盡完整地論述衡山實(shí)驗(yàn)縣的設(shè)立及配套改革措施,具有重要的學(xué)術(shù)價值與現(xiàn)實(shí)意義。
[Abstract]:According to the rural construction model of the Chinese Association for the Promotion of civilian Education, Hengshan Experimental County has launched a series of "county and political reform" measures. The reform measures involve, for example, the reform of county and government institutions, the construction of grass-roots political power, the setting up of local self-government institutions, and the financial reform. The construction of infrastructure, the reform of education, the establishment of rural demonstration areas, and the strengthening of the work of national defense and self-defense have set up a complete model for rural construction and the transformation of the county-level regime, which not only provides a model for rural construction in modern China, And for the current rural governance to provide practical experience. Therefore, on the basis of sorting out a large number of historical documents, it is of great academic value and practical significance to elaborate the establishment of Hengshan Experimental County and its supporting reform measures.
