【摘要】：本質(zhì)上來(lái)說(shuō),安置社區(qū)也是社區(qū)的一種,但它又不同于商品住宅社區(qū),它基本是由農(nóng)戶拆遷形成了一種特殊的社區(qū),由于拆遷安置房使用主體大多是農(nóng)民,傳統(tǒng)的思想觀念使他們不愿意支付物業(yè)管理費(fèi)和成立物業(yè)管理組織,而政策層面對(duì)于安置社區(qū)的管理未形成有效的造血機(jī)制,因此安置社區(qū)的物業(yè)管理標(biāo)準(zhǔn)和行為都較商品房小區(qū)差,有的甚至沒(méi)有物業(yè)管理組織,部分安置社區(qū)還是開(kāi)放式,安全存在隱患,居民的生活缺乏安全保障。從實(shí)踐方面來(lái)看,張家港保稅區(qū)由于地處長(zhǎng)江三角洲地區(qū),工業(yè)發(fā)展較快,政府對(duì)土地的征用較多,鄉(xiāng)鎮(zhèn)拆遷居民普遍,且絕大多戶拆遷戶都有2-3套拆遷安置房,所以現(xiàn)在的拆遷安置社區(qū)的綜合管理是一個(gè)普遍而又亟待整治的問(wèn)題。本文通過(guò)對(duì)張家港保稅區(qū)安置社區(qū)發(fā)展現(xiàn)狀和管理模式進(jìn)行闡述,細(xì)致的分析目前保稅區(qū)目前的管理模式和資金來(lái)源分配模式,從而剝離出了保稅區(qū)安置社區(qū)目前存在幾大問(wèn)題,可以概括為:拆遷安置小區(qū)人口管理不完善,人戶分離嚴(yán)重;缺少基礎(chǔ)公共服務(wù)設(shè)施配套,多數(shù)新建小高層仍未有配套管理標(biāo)準(zhǔn);農(nóng)村生活轉(zhuǎn)社區(qū)生活的過(guò)程中,農(nóng)民思想觀念未轉(zhuǎn)變,且安置戶素質(zhì)層次不齊;管理成本負(fù)擔(dān)過(guò)重,財(cái)政支出逐年增長(zhǎng)等問(wèn)題。針對(duì)上述這些問(wèn)題,本文又從規(guī)劃、政策、思想三個(gè)方面進(jìn)行了深層次分析,發(fā)現(xiàn)規(guī)劃不到,政策缺位,思想引導(dǎo)不夠也是導(dǎo)致問(wèn)題的一系列重要原因。針對(duì)目前保稅區(qū)安置社區(qū)存在的這些問(wèn)題,文章提出了一系列的優(yōu)化對(duì)策:從整體和單體兩個(gè)方面進(jìn)行科學(xué)規(guī)劃;完善安置房管理的相關(guān)政策,重點(diǎn)要完善社區(qū)管理制度,征地安置制度,人戶分離制度;加強(qiáng)安置社區(qū)宣傳教育力度,提高社區(qū)居民自我幸福感;培育安置社區(qū)社區(qū)自治組織,提高社區(qū)管理組織化程度;創(chuàng)新安置社區(qū)投入產(chǎn)出機(jī)制,一方面創(chuàng)造造血項(xiàng)目緩解資金壓力,另一方面規(guī)范經(jīng)費(fèi)使用,強(qiáng)化考核機(jī)制,使經(jīng)費(fèi)每一分都用到實(shí)處。
[Abstract]:In essence, the resettlement community is also a kind of community, but it is different from the commercial residential community. Traditional ideas made them unwilling to pay property management fees and set up property management organizations, and the policy level did not form an effective hematopoietic mechanism for the management of resettlement communities. Therefore, the property management standard and behavior of the resettlement community are worse than that of the commercial housing community, some even have no property management organization, some of the resettlement community is open, there are hidden dangers in safety, and the residents' life is short of security. From the practical point of view, the Zhangjiagang bonded area is located in the Yangtze River Delta region, with rapid industrial development, more land expropriation by the government, and the widespread demolition and relocation of township residents, and the vast majority of relocated households have 2-3 resettlement houses. Therefore, the comprehensive management of resettlement communities is a common and urgent problem to be remedied. This paper expounds the present situation and management mode of the resettlement community in Zhangjiagang bonded area, and analyzes the current management mode and the capital source distribution mode of the current bonded area. It can be summarized as follows: the population management is not perfect, the households are separated seriously, the basic public service facilities are lacking, In the process of rural life to community life, the farmers' ideas and concepts have not changed, and the quality of the resettlement households is not uniform, the management cost is too heavy, the financial expenditure is increasing year by year, and so on. In view of these problems, this paper makes a deep analysis from three aspects of planning, policy and thought. It is found that planning is not enough, policy is absent, and ideological guidance is not enough, which is also a series of important reasons leading to the problem. In view of these problems existing in the resettlement communities in bonded areas, this paper puts forward a series of optimization countermeasures: to plan scientifically from the whole and single aspects; to perfect the policies related to the management of resettlement houses, with emphasis on perfecting the community management system, Land requisition and resettlement system, household separation system; strengthen the resettlement community publicity and education efforts to improve the self-well-being of community residents; cultivate and resettle community autonomous organizations, improve the degree of community management organization; innovative resettlement community input-output mechanism, On the one hand, create hematopoietic projects to relieve the pressure of funds, on the other hand, standardize the use of funds, strengthen the examination mechanism, so that each point of the funds are used in practice.
