【摘要】：新型農(nóng)村社區(qū)建設(shè)作為統(tǒng)籌城鄉(xiāng)發(fā)展的全新有效載體,目前已在全國(guó)范圍內(nèi)進(jìn)行了廣泛的試點(diǎn)并取得了重大成果。但在推進(jìn)城鄉(xiāng)一體化進(jìn)程和新型農(nóng)村社區(qū)建設(shè)具體實(shí)踐中,土地問(wèn)題儼然成為我國(guó)新農(nóng)村社區(qū)建設(shè)的瓶頸,諸如土地供需矛盾日益尖銳、土地整理開(kāi)發(fā)利用混亂、農(nóng)村集體土地權(quán)屬不清、耕地“質(zhì)”“量”下降等都已非常突出,亟待解決。基于此,筆者在前人理論研究的基礎(chǔ)上,通過(guò)對(duì)陜西省高陵縣新型農(nóng)村社區(qū)建設(shè)具體實(shí)踐展開(kāi)研究,以期研究成果既有理論深度,又有經(jīng)驗(yàn)厚度,從而實(shí)現(xiàn)論文研究上的突破,探索出有效解決新型農(nóng)村社區(qū)建設(shè)中土地問(wèn)題的具體措施。全文共分五個(gè)章節(jié)：第一章為全文的緒論部分。在本章節(jié)中筆者圍繞本論文的研究背景和意義提出論文研究的價(jià)值,同時(shí)對(duì)論文研究現(xiàn)狀、研究思路及論文研究特色進(jìn)行了闡述。第二章屬于概念界定與理論闡述部分。根據(jù)論文研究需要,筆者在本章節(jié)運(yùn)用文獻(xiàn)研究法與比較分析法,對(duì)研究中可能涉及到的相關(guān)概念和理論進(jìn)行了界定和厘清。第三章分析了當(dāng)前新型農(nóng)村社區(qū)建設(shè)過(guò)程中土地問(wèn)題的現(xiàn)狀。主要呈現(xiàn)在四個(gè)方面：一是土地供需矛盾日益凸顯；二是土地整理開(kāi)發(fā)利用混亂；三是土地權(quán)屬不清；四是耕地“質(zhì)”“量”下降。第四章針對(duì)新型農(nóng)村社區(qū)建設(shè)過(guò)程中的土地問(wèn)題進(jìn)行成因分析。主要包括四個(gè)方面：一是人口基數(shù)龐大與土地利用效率低下并存；二是新型農(nóng)村社區(qū)建設(shè)土地利用規(guī)劃體系不健全；三是農(nóng)村土地產(chǎn)權(quán)制度不完善；四是新型農(nóng)村社區(qū)建設(shè)用地占補(bǔ)不平衡。第五章是破解新型農(nóng)村社區(qū)建設(shè)中土地問(wèn)題的對(duì)策建議。概括起來(lái)包括五個(gè)方面：一是推進(jìn)集約節(jié)約用地,提高土地利用效率：二是科學(xué)制定城鄉(xiāng)建設(shè)用地長(zhǎng)遠(yuǎn)總體規(guī)劃；三是深入推進(jìn)農(nóng)村土地產(chǎn)權(quán)制度改革；四是推行城鄉(xiāng)建設(shè)用地“增減掛鉤”和“人地掛鉤”政策；五是兼顧“質(zhì)”“量”,確保耕地占補(bǔ)平衡。
[Abstract]:As a new effective carrier of urban and rural development, the construction of new rural communities has carried out extensive pilot projects in the whole country and made great achievements. However, in the process of promoting urban-rural integration and the concrete practice of building new rural communities, the land problem has become the bottleneck of the construction of new rural communities in China, such as the increasingly sharp contradiction between supply and demand of land, the confusion of land consolidation and development and utilization. The ownership of rural collective land is unclear, and the quality of cultivated land has declined. Based on this, the author based on the previous theoretical research, through the Gaoling County, Shaanxi Province, the new rural community construction specific practice, with a view to the research results both theoretical depth and experience thickness, so as to achieve a breakthrough in the research. To explore effective solutions to the new rural community in the construction of specific measures to solve the land problem. The full text is divided into five chapters: the first chapter is the introduction of the full text. In this chapter, the author puts forward the research value around the research background and significance of this paper, at the same time, expounds the present research situation, the research thought and the research characteristic of the thesis. The second chapter belongs to the concept definition and the theory elaboration part. According to the need of the research, the author defines and clarifies the related concepts and theories in this chapter by using the method of literature research and comparative analysis. The third chapter analyzes the current situation of land problems in the construction of new rural communities. There are four main aspects: first, the contradiction between land supply and demand is becoming increasingly prominent; second, land consolidation and development and utilization confusion; third, land ownership is unclear; fourth, cultivated land "quality" and "quantity" decline. The fourth chapter analyzes the causes of land problems in the construction of new rural communities. It mainly includes four aspects: first, the large population base and low land use efficiency coexist; second, the new rural community construction land use planning system is not perfect; third, the rural land property rights system is not perfect; Fourth, the new rural community construction land imbalance. The fifth chapter is the countermeasures and suggestions to solve the land problems in the construction of new rural communities. To sum up, there are five aspects: first, to promote intensive land conservation and improve the efficiency of land use; second, to scientifically formulate the long-term overall planning of urban and rural construction land; third, to promote the reform of rural land property rights system; Fourth, carrying out the policy of "increasing or decreasing the increase or decrease" of urban and rural construction land and "linking people and land"; fifth, giving consideration to "quality" and "quantity" to ensure the balance between the occupation and compensation of cultivated land.
