【摘要】：在經(jīng)濟(jì)快速發(fā)展社會(huì)急速前進(jìn)的今天,樂(lè)清市的老齡化情況日趨嚴(yán)重,老年人口數(shù)量呈遞漲趨勢(shì),空巢化、高齡化、失能化成為當(dāng)前主要形勢(shì)。不僅如此,家庭結(jié)構(gòu)的變化使得當(dāng)下的中青年群體面臨著更大的養(yǎng)老壓力,在這種情況下,傳統(tǒng)的家庭養(yǎng)老模式變得岌岌可危。而機(jī)構(gòu)養(yǎng)老又存在相對(duì)收費(fèi)較高且一位難求的問(wèn)題,如此看來(lái),樂(lè)清市當(dāng)前的養(yǎng)老問(wèn)題形勢(shì)十分嚴(yán)峻。社區(qū)居家養(yǎng)老服務(wù)模式是依據(jù)老年人的生活需求特點(diǎn)、提升老年人生活品質(zhì)、充分運(yùn)用政府有限資源、實(shí)現(xiàn)社會(huì)公平的現(xiàn)實(shí)選擇。本文就樂(lè)清市農(nóng)村社區(qū)目前的居家養(yǎng)老服務(wù)情況做出具體分析,針對(duì)樂(lè)清市農(nóng)村社區(qū)居家養(yǎng)老服務(wù)事業(yè)在發(fā)展過(guò)程中的問(wèn)題提出具體建議及改進(jìn)方案。根據(jù)研究我們發(fā)現(xiàn),樂(lè)清市農(nóng)村社區(qū)居家養(yǎng)老服務(wù)盡管得到了發(fā)展,但在具體實(shí)施過(guò)程中還存在著諸多問(wèn)題:社區(qū)居家養(yǎng)老服務(wù)主要內(nèi)容單調(diào),層次有待提高;具體的發(fā)展資金嚴(yán)重不足;其供給主體缺乏多樣化,社會(huì)力量的行動(dòng)力缺乏;社會(huì)各界對(duì)社區(qū)居家養(yǎng)老服務(wù)的認(rèn)識(shí)有偏差;社區(qū)居家養(yǎng)老服務(wù)隊(duì)伍的規(guī)模小,專(zhuān)業(yè)性有待提高;具體配套設(shè)施亟需完善等。這一系列的問(wèn)題在社區(qū)居家養(yǎng)老服務(wù)事業(yè)發(fā)展的過(guò)程中起到了極大地阻礙,對(duì)保障樂(lè)清市廣大老年人的晚年生活極其不利。根據(jù)調(diào)查分析研究顯示,樂(lè)清市社區(qū)居家養(yǎng)老服務(wù)出現(xiàn)問(wèn)題主要有以下幾點(diǎn)原因:宣傳力度小、政府相關(guān)部門(mén)責(zé)任觀念差、老年群眾對(duì)此類(lèi)服務(wù)的接受較慢;相關(guān)的政策法律法規(guī)有待健全;資金來(lái)源途徑單一;管理混亂,缺乏健全的管理運(yùn)行機(jī)制等。針對(duì)樂(lè)清市社區(qū)居家養(yǎng)老服務(wù)在實(shí)施過(guò)程中出現(xiàn)的問(wèn)題并且針對(duì)其發(fā)生的具體原因,本文提出相關(guān)對(duì)策,為樂(lè)清市社區(qū)居家養(yǎng)老服務(wù)進(jìn)一步發(fā)展諫言進(jìn)策:首先,要在當(dāng)前基礎(chǔ)上加大宣傳的力度,提高其知名度,并且讓社會(huì)各界對(duì)其了解更為深入。其次,要做到開(kāi)源節(jié)流,使得社區(qū)居家養(yǎng)老服務(wù)在發(fā)展的過(guò)程中有足夠的資金。第三,要將服務(wù)內(nèi)容豐富化,努力實(shí)現(xiàn)社區(qū)居家養(yǎng)老服務(wù)的質(zhì)的提升。再次,對(duì)當(dāng)前的工作隊(duì)伍繼續(xù)培訓(xùn)加強(qiáng),使得社區(qū)居家養(yǎng)老服務(wù)專(zhuān)業(yè)水平再上新臺(tái)階。最后,要鼓勵(lì)社會(huì)人士積極參與進(jìn)來(lái),使得社區(qū)居家養(yǎng)老服務(wù)更加信息化社會(huì)化。
[Abstract]:With the rapid development of economy and society, the aging of Yueqing City is becoming more and more serious. Not only that, the changes of family structure make the current young and middle-aged group face greater pressure of old-age support, in this case, the traditional family pension model becomes precarious. The institutional pension has a relatively high fee and a difficult problem, so, Yueqing's current pension problem is very serious. The mode of community home pension service is a realistic choice to improve the quality of life of the elderly, make full use of the limited resources of the government, and realize the social equity according to the characteristics of the living needs of the elderly. This paper makes a concrete analysis on the current situation of the family pension service in the rural communities of Yueqing City, and puts forward some concrete suggestions and improvement schemes for the problems in the development process of the family pension service in the rural communities of Yueqing City. According to the research, although the rural community home pension service in Yueqing City has been developed, there are still many problems in the concrete implementation process: the main content of the community home pension service is monotonous, and the level needs to be improved; The concrete development fund is seriously insufficient; its supply main body lacks the diversification, the social force action ability lacks; the community all circles have the deviation to the community home endowment service, the community home endowment service troop's scale is small, the profession needs to be improved; Specific supporting facilities need to be improved and so on. This series of problems in the community home pension service development process played a great hindrance to ensure the majority of the elderly Yueqing life of old age is extremely unfavorable. According to the investigation and analysis, the main reasons for the problems of the community home pension service in Yueqing City are as follows: the propaganda is small, the responsibility concept of the relevant government departments is poor, and the elderly people's acceptance of this kind of service is slow; The relevant policies, laws and regulations need to be perfected, the source of funds is single, the management is confused, and the management operation mechanism is not perfect. In view of the problems in the implementation of the community home pension service in Yueqing City and the specific reasons for its occurrence, this paper puts forward some relevant countermeasures to further develop the community home pension service in Yueqing City. On the basis of the current publicity efforts to enhance its visibility, and let all sectors of society to understand it more deeply. Secondly, it is necessary to increase income and cut expenditure so that community home-based pension services have sufficient funds in the process of development. Third, we should enrich the service content and strive to improve the quality of community home pension service. Thirdly, to strengthen the current work force training, make the professional level of community home pension service to a new level. Finally, the community should be encouraged to actively participate in the community home-based pension services more information-based socialization.
