【摘要】：中國(guó)古代對(duì)官員考核在秦以后兩千余年的發(fā)展中形成了一套價(jià)值明確、體系完備、操作性強(qiáng)的制度體系:循名責(zé)實(shí)的考核內(nèi)容,常規(guī)與特殊并行的考核方法,與監(jiān)察制度相結(jié)合的考核程序,與獎(jiǎng)懲制度相銜接的考核結(jié)果等。這套制度體系具有三大功效:一是選賢任能、維護(hù)中央權(quán)威;二是打通能上能下、能進(jìn)能退的吏治渠道;三是在體制內(nèi)產(chǎn)生激勵(lì)效果、減輕反腐壓力。然而,在皇權(quán)政治中,這套制度體系功效的發(fā)揮是有限的,運(yùn)行中由于人為的原因,會(huì)背離制度創(chuàng)制初衷,成為敷衍塞責(zé)、行賄受賄、結(jié)黨營(yíng)私的工具。
[Abstract]:In ancient China, in the course of more than 2,000 years' development of the appraisal of officials after Qin Dynasty, a set of system with clear value, complete system and strong operation was formed: the content of examination according to name, the examination method of routine and special parallel, The examination procedure combined with the supervision system, and the result of the examination connected with the reward and punishment system, etc. This system has three major effects: first, to select the best people, to maintain the central authority; second, to open up the channels of local administration that can go up and down, and to be able to retreat; third, to create incentive effects within the system and to alleviate the pressure on anti-corruption. However, in the imperial power politics, the effectiveness of this system is limited. Because of artificial reasons, it will deviate from the original intention of system creation and become a tool of perfunctory responsibility, bribery and self-interest.
