鄉(xiāng)村留守兒童發(fā)展基本權(quán)益保護(hù)——基于浙江省的實(shí)證研究

【摘要】:鄉(xiāng)村留守兒童是父母雙方或者一方外出打工,而將其未成年子女留在鄉(xiāng)村地區(qū)撫養(yǎng)多于六個(gè)月的兒童。鄉(xiāng)村留守兒童問(wèn)題是伴隨城市化、人口流動(dòng)出現(xiàn)的社會(huì)問(wèn)題。基于對(duì)浙江省鄉(xiāng)村留守兒童狀況的實(shí)證調(diào)查,從權(quán)益保護(hù)的視角出發(fā),討論了這一特定群體發(fā)展所面臨的問(wèn)題和解決策略。親情缺失,家庭教育功能缺位;家庭教育存在短板,學(xué)校教育對(duì)其補(bǔ)位不足;這都是鄉(xiāng)村留守兒童問(wèn)題的具體呈現(xiàn)。從政府落實(shí)責(zé)任、家庭責(zé)任擔(dān)當(dāng)、學(xué)校教育拓展、社會(huì)力量積極介入四個(gè)方面入手,著力保護(hù)鄉(xiāng)村留守兒童發(fā)展的基本權(quán)益。
[Abstract]:Children left behind in rural areas are children whose parents or one of them go out to work and leave their minor children in rural areas for more than six months. The problem of children left behind in rural areas is a social problem accompanied by urbanization and population mobility. Based on an empirical investigation of the situation of rural left-behind children in Zhejiang Province, the paper discusses the problems faced by the development of this particular group and the solutions from the perspective of the protection of rights and interests. The lack of family affection, the absence of family education function, the shortage of family education and the deficiency of school education are all the problems of rural left-behind children. Starting from four aspects: government responsibility, family responsibility, school education expansion, and social forces actively involved in four aspects, efforts to protect the basic rights and interests of rural left-behind children development.
