【摘要】：特殊的資源稟賦、區(qū)位環(huán)境和經(jīng)濟結(jié)構(gòu),誘致了西北地區(qū)發(fā)展的不充分和不平衡。新時代西北地區(qū)的轉(zhuǎn)型跨越需要緊盯歷史賦予的區(qū)域方位,承接時代給予的發(fā)展方略,基于區(qū)域方位的歷史傳承性,瞄準(zhǔn)絲綢之路經(jīng)濟帶,發(fā)掘區(qū)域新的空間價值,有助于解決發(fā)展的不平衡問題;基于區(qū)域方位的資源黏聯(lián)性,瞄準(zhǔn)供給側(cè)結(jié)構(gòu)性改革,重構(gòu)價值鏈治理路徑,有助于變資源詛咒為資源福音;基于區(qū)域方位的環(huán)境差異性,瞄準(zhǔn)國家創(chuàng)新驅(qū)動戰(zhàn)略,強化中小企業(yè)創(chuàng)新支持,有助于為轉(zhuǎn)型跨越提供不竭動力;基于區(qū)域方位的制度連續(xù)性,瞄準(zhǔn)農(nóng)村土地制度改革,有助于提高農(nóng)民發(fā)展能力;基于區(qū)域方位的空間有界性,瞄準(zhǔn)生態(tài)文明體制改革,大力推進(jìn)綠色發(fā)展,有助于西北生態(tài)脆弱地區(qū)的可持續(xù)發(fā)展。
[Abstract]:The special resource endowment, regional environment and economic structure induce the development of northwest China to be inadequate and unbalanced. The transition of Northwest China in the new era needs to focus closely on the regional orientation given by history, to undertake the development strategy given by the times, to aim at the Silk Road economic belt, and to explore the new regional spatial value, based on the historical heritage of the regional orientation. It helps to solve the imbalance of development; based on the regional orientation of resource cohesion, targeting supply-side structural reform, restructuring the value chain governance path, help to turn resource curse into resource gospel; based on regional environmental differences, Aiming at the national innovation-driven strategy and strengthening the innovation support of the small and medium-sized enterprises, it is helpful to provide an inexhaustible motive force for the transition and leapfrogging, aiming at the reform of the rural land system based on the regional orientation, which will help to improve the farmers' ability to develop. The space boundedness based on regional orientation aims at the system reform of ecological civilization and vigorously promotes green development, which is helpful to the sustainable development of ecological fragile areas in Northwest China.
