【摘要】：近年來,世界各國對國際話語權(quán)的爭奪日益激烈,中國也深陷國際話語權(quán)的“大博弈”之中。明確中國國際話語權(quán)存在的問題,落實提升中國國際話語權(quán)的對策建議成為中國亟待解決的問題。國際話語權(quán)是指國際行為體以話語為載體,通過各種渠道提出并闡釋自身觀念,并使其他國際行為體接受、認同并影響其行為選擇的能力。話語傳播者、話語對象、話語平臺、話語內(nèi)容和話語反饋是國際話語權(quán)的五個基本要素。五個基本要素間的互聯(lián)互動,構(gòu)成國際話語權(quán)的形成機制。根據(jù)話語反饋與話語內(nèi)容預(yù)期目標(biāo)之間的不同情況,可以對國際話語權(quán)是否形成及強弱進行判斷。非孤立性、利益指向性、系統(tǒng)性與被動性是國際話語權(quán)的基本屬性。中國國際話語權(quán)的發(fā)展歷程分為三個階段:(1)新中國成立-恢復(fù)聯(lián)合國合法席位:新生發(fā)展;(2)1978年改革開放后-2008年:滑落偏弱;(3)2008年金融危機爆發(fā)-至今:喜憂參半。中國國際話語權(quán)在時間、內(nèi)容與空間維度上都顯露出問題。從時間維度來看,中國國家實力與中國國際話語權(quán)“錯位”;從內(nèi)容維度來看,中國國際話語權(quán)在世界經(jīng)濟、政治安全、社會文化等不同領(lǐng)域的差異明顯;從空間維度來看,不同國家對中國國際話語權(quán)的認知各異,發(fā)展中國家好于發(fā)達國家,與中國關(guān)系緊張的周邊國家要差于與中國關(guān)系良好的國家。多重因素造成了中國國際話語權(quán)在時間、內(nèi)容、空間維度上存在的問題:(1)國際體系的制約;(2)話語內(nèi)容利益契合度的影響;(3)“排他性”國際話語權(quán)的干擾。為進一步提升中國國際話語權(quán),本文提出了四條對策建議:第一,國家角色定位多元化,積極改善話語對象對中國國家形象的認知;第二,積極尋求與世界各國的聯(lián)合“發(fā)聲”,擴大中國國際話語權(quán)的影響力;第三,倡導(dǎo)“合作共贏”理念,謀求利益契合度最大化;第四,提倡話語平臺多樣化。
[Abstract]:In recent years, the competition for the right of international discourse has become increasingly fierce in the world, and China is also deeply involved in the "big game" of the right of international discourse. The five basic elements of the international discourse right are the communicator, the object, the platform, the content and the feedback of the discourse. According to the different situations between the discourse feedback and the expected goal of the discourse content, we can judge whether the international discourse power is formed or not. Non-isolation, interest orientation, systematicness and passivity are the basic attributes of the international discourse power. China's legitimate seats: new development; (2) 1978 reform and opening up - 2008: weak decline; (3) 2008 financial crisis - so far: mixed joys and sorrows. From the space dimension, different countries have different perceptions of China's international discourse power, developing countries are better than developed countries, and neighboring countries with tense relations with China are worse than those with good relations with China. In order to further enhance China's international discourse power, this paper puts forward four suggestions: first, the diversification of national role orientation and positive improvement. Second, actively seek the joint "voice" with other countries to expand the influence of China's international discourse power; third, advocate the concept of "win-win cooperation" to maximize the degree of interest fit; fourth, advocate the diversification of discourse platform.
