【摘要】：伴隨著我國(guó)社會(huì)主義現(xiàn)代化建設(shè)的實(shí)踐發(fā)展，經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境之間的矛盾日益凸顯，加強(qiáng)生態(tài)文明建設(shè)協(xié)同治理體系的研究成為迫切要求。本文的研究目的是：以我國(guó)生態(tài)文明建設(shè)協(xié)同治理過(guò)程中的問(wèn)題為依據(jù)，以主體——過(guò)程為分析框架，構(gòu)建符合中國(guó)國(guó)情的生態(tài)文明建設(shè)協(xié)同治理體系。本文致力于深入剖析我國(guó)生態(tài)文明建設(shè)協(xié)同治理方面存在的主要問(wèn)題，發(fā)現(xiàn)并分析了主體協(xié)同方面存在的政府協(xié)同問(wèn)題、市場(chǎng)協(xié)同問(wèn)題、社會(huì)協(xié)同問(wèn)題以及三者之間的協(xié)同問(wèn)題；在過(guò)程協(xié)同方面存在的議程設(shè)置協(xié)同問(wèn)題、目標(biāo)規(guī)劃協(xié)同問(wèn)題、決策協(xié)同問(wèn)題、執(zhí)行協(xié)同問(wèn)題、評(píng)估協(xié)同問(wèn)題及其相互之間的協(xié)同問(wèn)題。在此基礎(chǔ)上，指出構(gòu)建我國(guó)生態(tài)文明建設(shè)的協(xié)同治理體系，從主體協(xié)同的維度看，就要實(shí)現(xiàn)政府協(xié)同、市場(chǎng)協(xié)同、社會(huì)協(xié)同及三者之間的協(xié)同；從過(guò)程協(xié)同的維度看，就要實(shí)現(xiàn)議程設(shè)置協(xié)同、目標(biāo)規(guī)劃協(xié)同、決策協(xié)同、執(zhí)行協(xié)同、評(píng)估協(xié)同及其相互之間的協(xié)同。本文研究的問(wèn)題來(lái)源于實(shí)踐，，所形成的理論也要得到實(shí)踐的檢驗(yàn)。因此，本文特別選擇以淮河流域水污染治理為例，論證了生態(tài)文明建設(shè)協(xié)同治理體系的思想價(jià)值及其現(xiàn)實(shí)可行性。
[Abstract]:With the development of socialist modernization in China, the contradiction between economic development and ecological environment is becoming increasingly prominent. The purpose of this paper is to construct a cooperative governance system of ecological civilization construction in accordance with China's national conditions, based on the problems in the process of coordinated governance in the construction of ecological civilization in China, and taking the subject-process as the analytical framework. This paper is devoted to deeply analyze the main problems in the cooperative governance of ecological civilization construction in China, and find out and analyze the problems of government coordination and market coordination in the subject coordination. Social synergy problem and the synergy between the three problems; the agenda setting synergy problem, the goal planning synergy problem, the decision coordination problem, the execution synergy problem, the process synergy problem, the implementation synergy problem, the goal planning coordination problem, the decision coordination question, the execution synergy question, Evaluate synergy problems and their synergies with each other. On this basis, it is pointed out that to construct the cooperative governance system of ecological civilization construction in China, we should realize government coordination, market coordination, social coordination and the coordination among them from the perspective of subject coordination, and from the perspective of process coordination, It is necessary to realize the coordination of agenda setting, goal planning, decision making, execution and evaluation. The problems studied in this paper come from practice, and the formed theory should be tested by practice. Therefore, this paper chooses the Huaihe River basin water pollution treatment as an example, and demonstrates the ideological value and practical feasibility of ecological civilization construction cooperative management system.
