【摘要】：社區(qū)康復一直是近年來殘疾人服務的熱門話題,在殘疾人群體的身體康復、心理健康、社會支持網(wǎng)絡建構、資源鏈接、權利維護等方面發(fā)揮了重要作用。但是,由于各方面因素的限制,殘疾人社區(qū)康復的發(fā)展仍然困難重重。本文運用文獻研究法和半結構式訪談法,以積極福利為研究視角對殘疾人社區(qū)康復進行較為全面的分析,旨在對殘疾人社區(qū)康復發(fā)展現(xiàn)狀和存在的不足進行一個客觀的評價,進而為殘疾人社區(qū)康復的深入發(fā)展和綜合完善提供方向性的建議。本文梳理了積極福利視角在殘疾人研究中的運用,以及國內(nèi)外殘疾人社區(qū)康復的研究現(xiàn)狀,為后文的殘疾人社區(qū)康復服務研究提供了指導�；诮�(jīng)驗分析發(fā)現(xiàn),雖然現(xiàn)有的殘疾人社區(qū)康復擁有看似較為完善的政策框架和理念、多元化的參與主體、多樣化的服務內(nèi)容和服務方式、相對專業(yè)的服務人員以及逐漸提高的殘疾人參與意識,但是,殘疾人社區(qū)康復仍然存在一些問題,如政策重事后補償輕事前預防,注重消除收入貧困而忽視能力提升;多元服務體系難以形成,服務效果不佳;服務形式偏向自上而下的行政導向,而非自下而上的需求導向;服務內(nèi)容安排不合理,服務供給不科學等問題。根據(jù)現(xiàn)狀和問題歸納出殘疾人社區(qū)康復三個較為突出的特征:(1)在很大程度上屬于社區(qū)內(nèi)的康復,而非真正的社區(qū)康復;(2)傾向于遵循自上而下的行政指令,而非動員自下而上的公民參與;(3)貌似的社區(qū)康復服務中,社會管理多于社會服務。因此現(xiàn)行的社區(qū)康復服務模式可以概括為:行政主導下的以社區(qū)管理為取向,以家庭照顧為基礎的社區(qū)康復模式。積極福利的視角下的殘疾人社區(qū)康復,應該從觀念轉變、政策建構和具體的實施策略三個方面來完善。具體包括:殘疾人群體、政府和社會大眾的觀念倡導;推動殘疾人社區(qū)康復政策的供給側結構性改革,變事后補償性政策為事前預防性政策;深化政府職能改革,推動多元主體提供多元的福利及服務。保證殘疾人社區(qū)康復政策完善、目標明確、措施有效,才能解決發(fā)展過程中的一系列問題,更好的實現(xiàn)社區(qū)康復的目標。
[Abstract]:Community rehabilitation has been a hot topic in the service of the disabled in recent years. It plays an important role in the physical rehabilitation, mental health, social support network construction, resource link, rights maintenance and so on. However, due to various factors, the development of disabled community rehabilitation is still difficult. In this paper, the author makes a comprehensive analysis of the community rehabilitation of the disabled from the perspective of positive welfare by using the method of literature research and semi-structured interview, in order to carry out an objective evaluation of the present situation and shortcomings of the community rehabilitation of the disabled. Further, it provides directional suggestions for the further development and comprehensive improvement of community rehabilitation for the disabled. This paper combs the application of positive welfare perspective in the research of the disabled, and the present situation of the research on the community rehabilitation of the disabled at home and abroad, which provides guidance for the later research on the community rehabilitation service for the disabled. Based on empirical analysis, it is found that, although the existing community rehabilitation of disabled people has a seemingly perfect policy framework and concept, diversified participants, diverse service content and service methods, There are still some problems in community rehabilitation of persons with disabilities, such as the policy of paying more attention to compensation after the event than the prevention in advance, the emphasis on eliminating income poverty and neglecting the improvement of ability; The multi-service system is difficult to form, the service effect is not good; the service form is inclined to the top-down administrative direction, but not the bottom-up demand orientation; the service content arrangement is unreasonable, the service supply is not scientific and so on. According to the current situation and problems, three more prominent features of community rehabilitation of persons with disabilities are summarized: (1) it belongs to the community rehabilitation to a large extent, not the real community rehabilitation; (2) it tends to follow the top-down administrative instructions. (3) in the seemingly community rehabilitation service, social management is more than social service. Therefore, the current community rehabilitation service model can be summarized as follows: administratively oriented community management and based on family care. From the perspective of positive welfare, the disabled community rehabilitation should be improved from three aspects: concept change, policy construction and concrete implementation strategy. These include: the concept advocacy of the disabled group, the government and the general public; the promotion of supply-side structural reform of the community rehabilitation policy for the disabled, the transformation of the ex post compensatory policy into the proactive policy; the deepening of the reform of government functions. To promote the provision of pluralistic welfare and services. In order to solve a series of problems in the process of development and realize the goal of community rehabilitation, the policy of community rehabilitation for disabled people is perfect, the goal is clear and the measures are effective.
