“三社協(xié)同”的社區(qū)治理與服務(wù)創(chuàng)新——以“項目”為紐帶的協(xié)同實踐

【摘要】：提供更優(yōu)質(zhì)的社區(qū)服務(wù)是社區(qū)建設(shè)、發(fā)展與治理的根本出發(fā)點和落腳點,是開展社區(qū)、社會組織和社區(qū)工作者"三社協(xié)同"的核心旨要�；谖写砝碚撆c公共服務(wù)合同外包視角,通過對成都市武侯區(qū)社區(qū)、社會組織和社會工作者"三社聯(lián)動"的實踐考察,發(fā)現(xiàn)其不僅豐富多彩,而且成效顯著。社會組織與社會工作者的活力得到很大程度的激發(fā),"三社協(xié)同"參與社區(qū)服務(wù)與治理創(chuàng)新取得制度性的突破,特別是"以項目為紐帶"激發(fā)社區(qū)多元主體參與的協(xié)同模式創(chuàng)新,在一定程度上引領(lǐng)了武侯區(qū)乃至成都市的"三社"活力。但是,同任何新生事物一樣,它也存在著諸多新情況、新問題,主要體現(xiàn)在以下幾方面:長效機(jī)制有待觀察,社會組織民間性弱化、草根性缺失等發(fā)育不足,社會工作者尚未步入正軌。這些問題都需要正視,并在以后的實踐中加以克服。
[Abstract]:To provide higher quality community service is the basic starting point and destination of community construction, development and governance, and the core aim of carrying out the "three social cooperation" among community, social organizations and community workers. Based on the principal-agent theory and the outsourcing of public service contract, this paper investigates the interaction of community, social organization and social workers in Wuhou District, Chengdu, and finds that it is not only rich and colorful, but also effective. The vitality of social organizations and social workers is stimulated to a great extent, and the "three social cooperation" to participate in community service and governance innovation has made institutional breakthroughs, especially the "project as a link" to stimulate the community multiple subjects to participate in the collaborative model innovation. To a certain extent, led the Wuhou District and even Chengdu, the "three societies" vitality. However, like any new thing, it also has many new situations and problems, which are mainly reflected in the following aspects: the long-term mechanism remains to be observed, the folk nature of the social organization is weakened, the grass root is lacking, and so on. Social workers are not yet on track. These problems need to be faced squarely and overcome in future practice.
