【摘要】：在程序正義的有序性和實(shí)質(zhì)正義的有效性二維結(jié)構(gòu)下,當(dāng)下公民網(wǎng)絡(luò)政治參與可細(xì)分為三種基本模式:實(shí)質(zhì)無(wú)序性且實(shí)質(zhì)無(wú)效性的公民網(wǎng)絡(luò)政治參與;實(shí)質(zhì)有序性且消極有效性的公民網(wǎng)絡(luò)政治參與;實(shí)質(zhì)有序性且積極有效性的公民網(wǎng)絡(luò)政治參與。為了引導(dǎo)公民網(wǎng)絡(luò)政治參與盡可能達(dá)到有序性兼有效性雙高的狀態(tài),需要培養(yǎng)多元治理的社會(huì)文化,形成協(xié)同治理的理念認(rèn)同;強(qiáng)化多元主體的組織建構(gòu),形成明確的政治參與路徑;推進(jìn)網(wǎng)絡(luò)參與的制度進(jìn)程,形成穩(wěn)定有效的行為預(yù)期,以期達(dá)到公民網(wǎng)絡(luò)政治參與促進(jìn)中國(guó)政治文明進(jìn)步的目的。
[Abstract]:Under the two-dimension structure of the order of procedural justice and the effectiveness of substantive justice, the current civil network political participation can be divided into three basic models: civil network political participation with substantial disorder and substantial invalidity; Civil network political participation with substantial order and negative validity, and civil network political participation with substantial order and positive effectiveness. In order to guide citizens' network political participation to achieve the state of being as orderly and effective as possible, it is necessary to cultivate the social culture of pluralistic governance, form the concept identity of cooperative governance, and strengthen the organizational construction of multiple subjects. To form a clear path of political participation, to promote the institutional process of network participation, to form a stable and effective behavior expectation, in order to achieve the goal of citizens' network political participation to promote the progress of Chinese political civilization.
