【摘要】：隨著我國城鎮(zhèn)化進程的推進,城市社區(qū)的發(fā)展速度顯著提升。社區(qū)數(shù)量的激增、社區(qū)人群的多樣、社區(qū)弱勢群體及普通居民對社區(qū)服務(wù)的需求,決定了城市社區(qū)服務(wù)需要不斷創(chuàng)新。從建國初期到20世紀80年代,關(guān)于城市社區(qū)出臺了一些基本規(guī)定,促使街道的形成;20世紀80年代到90年代間,社區(qū)服務(wù)概念正式提出,相關(guān)社會政策的出臺成為了社區(qū)服務(wù)產(chǎn)生與應(yīng)用的主要途徑;20世紀90年代到21世紀初,在總結(jié)現(xiàn)實發(fā)展經(jīng)驗的基礎(chǔ)上,通過發(fā)揮示范作用,在實踐中為城市社區(qū)服務(wù)創(chuàng)造出了許多新思路;21世紀以來,結(jié)合新世紀的社會現(xiàn)實,更具全面指導意義的政策陸續(xù)出臺,針對不同類型的特殊群體的服務(wù)普遍受到關(guān)注,面向社區(qū)全體成員提供社區(qū)服務(wù)的政策也不斷完善。隨著政策的發(fā)展,現(xiàn)今城市社區(qū)服務(wù)社會政策中仍存在著一定的問題。在我國社會發(fā)展規(guī)律的作用下,通過社會政策的制定與實施,由政府主導發(fā)展的模式普遍存在。社會政策在城市社區(qū)服務(wù)中的指導作用是十分明顯的,絕大部分地區(qū)都是在中央統(tǒng)一出臺的政策指引下,結(jié)合地方實際發(fā)展情況,制定適合本地區(qū)的政策,從而確定社區(qū)服務(wù)的具體方向,獲得相應(yīng)的支持。然而當前社區(qū)服務(wù)社會政策在制定與實施過程中存在著如社會政策制定主體的單一、社會政策對象的被動、參與程度的不足及工作執(zhí)行效率的低下等問題。這些問題的出現(xiàn),反映了相關(guān)社會政策與體制機制上的不足,也體現(xiàn)出了社區(qū)居民委員會自治力的缺失及社區(qū)居民的失權(quán)狀態(tài)。針對城市社區(qū)服務(wù)社會政策模式下的問題及政策對象的失權(quán)狀態(tài),本文將重點放在對社會政策的研究上,對普遍性問題展開的研究,依據(jù)賦權(quán)理論,將社會工作的價值理念與社區(qū)服務(wù)社會政策的實際相結(jié)合,利用文獻綜述法與個案訪談法,分析賦權(quán)理論介入社會政策研究的原因、目的與方法;在對我國城市社區(qū)服務(wù)社會政策的變遷研究中,把握政策長期發(fā)展方向;從賦權(quán)視角出發(fā),對當前相關(guān)社會政策進行分析;在分析研究的基礎(chǔ)上,介入賦權(quán)理論的研究成果,從社會政策的制定與實施、主體與對象等方面提出調(diào)整建議。當前對城市社區(qū)服務(wù)的社會政策研究不是很多,從社會工作專業(yè)的角度出發(fā),展開相關(guān)政策研究較為空白,在眾多學者關(guān)注社區(qū)實務(wù)性工作的背景下,從宏觀層次提出建議的研究并不多見。本文將賦權(quán)理論應(yīng)用于城市社區(qū)服務(wù)的社會政策中,在突破原有研究重點與模式的同時,對豐富社會工作專業(yè)建構(gòu)也有一定的促進作用。本文對社會工作學科領(lǐng)域中宏觀社會工作層面的研究,具有一定的研究新意。在面對當前城市社區(qū)服務(wù)社會政策帶來的“失權(quán)”狀況時,希望通過理清現(xiàn)有社會政策的優(yōu)勢與不足,從賦權(quán)角度出發(fā),提出城市社區(qū)服務(wù)社會政策的發(fā)展建議,進而調(diào)整社會政策制定、實施中的體制機制,實現(xiàn)居民自治與廣泛參與,為具體問題的解決提供支持與依據(jù),最終改善現(xiàn)有政策模式,提升城市社區(qū)服務(wù)成效。
[Abstract]:With the advancement of urbanization in China, the development speed of urban communities has been greatly improved. The rapid increase in the number of communities, the diversity of community groups, and the demand for community services from vulnerable groups and ordinary residents determine the need for continuous innovation in urban community services. Provisions promote the formation of streets; from the 1980s to the 1990s, the concept of community services was formally put forward, and the introduction of relevant social policies has become the main way to produce and apply community services; from the 1990s to the early 21st century, on the basis of summing up practical development experience, through the demonstration role, in practice for urban community services Since the 21st century, with the social reality of the new century, more comprehensive and guiding policies have been issued, and the service for different types of special groups has been generally concerned, and the policy of providing community service for all members of the community has been constantly improved. Under the influence of the law of social development in China and through the formulation and implementation of social policies, the mode of government-led development is prevalent. In accordance with the actual local development, we should formulate policies suitable for the local area so as to determine the specific direction of community service and obtain corresponding support. The emergence of these problems reflects the inadequacy of relevant social policies and institutional mechanisms, as well as the lack of autonomy of community residents committees and the loss of rights of community residents. In the policy research, the universality problem is studied. According to the theory of empowerment, the value concept of social work is combined with the practice of community service social policy. By using the method of literature review and case interview, the reasons, purposes and methods of empowerment theory's intervention in social policy research are analyzed. In the study of the changes, we should grasp the long-term development direction of the policy; from the perspective of empowerment, we should analyze the current relevant social policies; on the basis of analysis and research, we should intervene in the research results of empowerment theory and put forward adjustment suggestions from the aspects of formulation and implementation of social policies, subjects and objects. Not many, from the perspective of social work profession, the relevant policy research is relatively blank, in the context of many scholars concerned about community practical work, from the macro level to make recommendations are rare. At the same time, it is also helpful to enrich the construction of social work specialty.This paper has some new ideas on the study of macro-level social work in the field of social work. From the perspective of empowerment, this paper puts forward some suggestions for the development of social policy of urban community service, and then adjusts the social policy formulation, implements the institutional mechanism, realizes the residents'autonomy and wide participation, provides support and basis for the solution of specific problems, finally improves the existing policy model and promotes the effectiveness of urban community service.
